In April 2015, the inspection and prevention department of the Lepel District Department for Emergency Situations (DDES) completed scheduled inspections of OJSC "Lepel Dairy and Canning Plant" and OJSC "LepelLien".

The management of OJSC "Lepel Dairy and Canning Plant" is taking certain measures to bring the subordinate buildings and structures into proper fire safety condition. However, the inspection revealed that the system for preventing fires (limiting fire spread, timely detection, localization, and fire suppression) at the enterprise does not fully meet the requirements to date. Specifically, the upper and lower garages, the construction workshop, the canteen, the canning workshop, and Shop No. 3 are not equipped with automatic fire alarm systems. The drying section of the whole milk products workshop and the milk drying section of the canning workshop, classified as Category B in terms of explosion and fire hazard, are not equipped with automatic fire suppression systems. Fire-retardant treatment of wooden roof structures and racks in the buildings has not been carried out. Instances of using fire extinguishers with expired recharging dates in the buildings were identified.

The administration's activities to ensure the fire safety of buildings and structures are organised at a sufficient level (employees are provided with and trained on instructions for handling hazardous substances and materials, compliance with fire safety regulations, and actions in case of fire). Training of employees on the fire-technical minimum program is conducted annually at the Lepel DDES. Measures are being taken to implement previous directives from the State Fire Supervision authorities, and agreements have been concluded with specialised organisations for carrying out fire safety works requiring financial investment.

Departmental control over fire safety compliance at subordinate facilities is organised at the proper level within the enterprise; the fire-technical commission conducts facility inspections, the results of which are confirmed by acts.

The following violations were identified during the inspection of OJSC "LepelLien":

Measures are not being taken to prevent the formation of:

- flammable environment on the plant territory (the territory of the production building is not regularly cleared of combustible waste);
- ignition sources (electrical wiring, electrical equipment are operated in violation of the PUE, on the territory of the production building, administrative building, the connection of current-carrying conductors of electrical wiring is made in violation of the PPB; in the production building, electrical communications are not timely cleared of combustible dust). The fire protection system does not fully comply with the requirements of norms and rules (there is no APS system in the production building; it is out of order in the garage, administrative building, material warehouse, finished goods warehouse). The activities of the volunteer fire brigades (DPD and PTK) created in the organization are of a formal nature and do not affect the state of fire safety. During the inspection, no documents confirming the work of the VPF were presented. Training of employees in fire safety rules has not been organized.

For violations identified during the inspections, the heads of these organizations have been brought to administrative responsibility.
