In April 2015, the Inspection of Supervision and Prevention of the Lepel District Department for Emergency Situations, in accordance with the "Coordination Plan for Control (Supervisory) Activities for the 1st Half of 2015 in the Vitebsk Region", completed scheduled inspections of OJSC "Lepel Repair and Mechanical Plant", OJSC "Lepelagroservice", and the State Educational Institution "Borovaya Secondary School".
In April 2015, the Inspection of Supervision and Prevention of the Lepel District Department for Emergency Situations, in accordance with the "Coordination Plan for Control (Supervisory) Activities for the 1st Half of 2015 in the Vitebsk Region", completed scheduled inspections of OJSC "Lepel Repair and Mechanical Plant", OJSC "Lepelagroservice", and the State Educational Institution "Borovaya Secondary School".
The following violations were identified in the buildings and structures of OJSC "Lepel Repair and Mechanical Plant":
The fire protection system does not fully comply with the requirements of norms and rules (administrative and production buildings, garages are not equipped with an automatic fire alarm system and a public address system for fire alerts), the automatic fire alarm system and the public address system for fire alerts in the warehouse building are inoperable, smoke dampers lack automatic, remote, and manual control for activation.
No measures have been taken to limit the spread of fire in the event of a fire; wooden structures of shelving in the warehouse have not been treated with fire-retardant compounds; the facility's territory has not been cleared of dry grass and leaves.
Furthermore, no measures are being taken to prevent ignition sources (non-factory-made heating stoves are installed in the production workshop). The civil defence shelter located under the production workshop building is not ready for its intended use.
Violations were also identified at OJSC "Lepelagroservice". The management of the entity is not allocating the necessary funding to bring the facilities into proper fire safety condition. No measures are being taken to prevent ignition sources (a non-factory-made heat-generating apparatus for grain drying, STO 157 km of the Minsk-Vitebsk highway, is installed).
The fire protection system does not fully comply with the requirements of norms and rules (the APS system is absent at the STO, administrative building, repair workshop building, and the MTF in Gorki village, MTF in Tselina village are not equipped with lightning protection).
Measures to limit fire spread in case of fire in the corridors of the 1st and 2nd floors of the administrative building located at: Lepel, Partizanskaya St. 13-a, have not been fully implemented. Wall finishes are made of materials with higher fire hazard than G2, V2, D2, T2. Technological equipment and communications are not cleaned of dust and combustible deposits in the cowshed of the MTF of Gorki village.
Following the inspections, acts were handed over to the managers, and the guilty parties were brought to administrative responsibility.
It is worth noting positively the management of the Educational Institution "Borovskaya Secondary School". The managers of this entity organized the work to eliminate previously identified violations during the previous inspection, and fire safety measures were completed exactly on time.
