In June, the Inspection of Supervision and Prevention of the Lepel District Department for Emergency Situations, in accordance with the "Coordination Plan for Control (Supervisory) Activities for the 1st Half of 2016 in the Vitebsk Region," completed scheduled inspections of OJSC "Ladosno," SPF "Zaozerie" OJSC "Lepel MKC," OJSC "Vitebskles" "Lepel Timber Industry Enterprise," GLHU "Lepel Forestry," and KUPP "Borovka."
In June, the Inspection of Supervision and Prevention of the Lepel District Department for Emergency Situations, in accordance with the "Coordination Plan for Control (Supervisory) Activities for the 1st Half of 2016 in the Vitebsk Region," completed scheduled inspections of OJSC "Ladosno," SPF "Zaozerie" OJSC "Lepel MKC," OJSC "Vitebskles" "Lepel Timber Industry Enterprise," GLHU "Lepel Forestry," and KUPP "Borovka."
During the inspections, violations of technical regulatory legal acts of the fire safety regulations and standardization system were identified, namely:
OJSC "Ladosno":
- Measures were not taken to ensure the safe evacuation of people from buildings and structures in case of fire; employees who are members of the voluntary fire brigade, as well as employees involved in the implementation of the fire evacuation plan for buildings and structures, were not provided with personal respiratory and eye protection equipment (self-rescuers);
- Measures were not taken to ensure the fire resistance of buildings; wooden roof structures were not treated with fire-retardant compounds;
- Employees were not trained at the facility according to the fire-technical minimum program;
- Buildings were not equipped with lightning protection in accordance with the requirements.
SPF "Zaozerie" OJSC "Lepel MKC":
- employees who are members of the voluntary fire brigade, as well as employees involved in the implementation of the evacuation plan for people from buildings and structures in case of fire, are not provided with personal respiratory and eye protection equipment (self-rescuers);
- buildings are not equipped with lightning protection in accordance with the requirements;
- wooden roof structures are not treated with fire-retardant compounds;
- smoking is permitted on the territory of the machine yard outside specially designated, equipped and marked "Smoking Area" places.
JSC "Vitebskles" "Lepel Timber Industry Enterprise":
- grass mowing is not carried out near buildings and structures;
- in-use motor vehicles are not equipped with primary fire extinguishing means;
- buildings are not equipped with lightning protection in accordance with the requirements.
State Forestry Institution "Lepel Forestry":
The management is carrying out the necessary work to bring the facility into proper fire safety condition. Training of employees on the fire-technical minimum program has been organized. The organizational and technical measures carried out at the facility mainly comply with the requirements. Measures have been taken to ensure the fire resistance of buildings and structures, and the wooden roof structures have been treated with a fire-retardant compound. Measurements of insulation resistance of electrical wiring and grounding devices have also been carried out.
State Communal Unitary Enterprise "Borovka":
The management of SCUE "Borovka" is taking certain measures to bring the subordinate buildings and structures into proper fire safety condition.
However, during the inspection, it was found that this system does not fully comply with the requirements of norms and rules, namely:
- fire safety and fire prevention regime are not ensured (employees are allowed to smoke outside designated and equipped areas).
- work to prevent the formation of ignition sources in a combustible environment is not fully carried out (proper measures are not taken to bring heating systems in buildings into a fire-safe condition, heating is operated in violation of the requirements of technical normative legal acts).
The fire protection system does not comply with the requirements of norms and rules (there is no automatic fire alarm system, notification system, and the existing automatic fire alarm systems are not maintained in working order).
For violations identified during scheduled inspections, managers, as well as heads of structural divisions responsible for fire safety at the assigned facilities, have been brought to administrative responsibility.
