The results of 2018 show an increase in road traffic accidents caused by persons driving vehicles without a valid driving license. In rural areas, 47.2% of such accidents were registered, in cities – 33.3%, and on highways – 19.4%. Furthermore, 55.6% of the perpetrators of these types of accidents were under the influence of alcohol.

The State Automobile Inspectorate of the Vitebsk region is conducting targeted measures to prevent road traffic accidents involving and caused by persons without a valid driving license.

During the current period of 2019, officers of the Department of State Automobile Inspectorate of the Lepel District Department of Internal Affairs have detained 28 drivers without a valid driving license, of whom 6 were repeat offenders within the year after administrative penalties were imposed for similar violations.

In accordance with the Code of the Republic of Belarus on Administrative Offences, liability for driving vehicles without a valid license is provided for by Article 18.19. For those who nevertheless undertake to drive a vehicle without having the necessary license, a fine ranging from five to twenty basic units is imposed. The same actions, committed repeatedly within one year after the imposition of an administrative penalty for similar violations, entail a fine ranging from twenty to fifty basic units or administrative arrest for up to 15 days. Those who entrust their vehicle to an unlicensed driver will face the same liability.
