The Barouka Rural Council ranks first in the district by population. Two thousand nine hundred and seventy-eight citizens reside within its territory, all of them inhabitants of the village of Barouka. The improvement of the settlement, assistance in resolving citizens' social and domestic problems – these and many other issues are within the scope of the rural executive committee.

It has become a good tradition in the rural council at the beginning of the year, in conjunction with the staff of the Department of Labour, Employment and Social Protection of the District Executive Committee, to conduct surveys of the living conditions of single elderly citizens and large families. Based on the survey results, an action plan is drawn up and implemented promptly. For instance, electrical outlets and switches were replaced in the apartment of a single elderly woman, Halina Ramanava. The work on surveying the living conditions of single elderly citizens continues to this day.

Improvement is one of the main areas of work. This year, the capital repair of house No. 10, located opposite the secondary school building, has been completed, and the capital repair of house No. 5/2 is planned. The construction of a new 60-apartment building for citizens in need of improved housing conditions is planned in the settlement area. The construction of a new building for the State Enterprise "Children's Rehabilitation and Health Resort Centre "Zhemchuzhina" is ongoing. Employees of institutions and organisations located within the territory of the Barouka Rural Council monitor order in their assigned areas and tend to flowerbeds. Residents of houses maintain order near the entrances. Furthermore, local residents actively participate in all community clean-up days.

A comprehensive range of necessary medical services is provided at the Barouka General Practitioner's Outpatient Clinic, which employs a general practitioner, a dentist, a paramedic, a pediatrician, a laboratory paramedic, a general practice paramedic, a midwife, nurses, etc. The outpatient clinic serves not only the residents of Barouka but also the inhabitants of nearby villages.
