A draft decree on amending the system for collecting state duty for issuing a permit for a vehicle to participate in road traffic has been prepared. According to him, one of the versions being worked on today is the monthly payment of the transport fee with the possibility of adjusting the periods for which payment has already been made. For example, if a person uses a car for three months a year, they should pay for three months. If they plan to sell the vehicle, they can pay for one month. "There should be a certain flexibility," said the deputy. "Today, this is a joint position of the government and parliamentarians. A working group, which was formed from these branches of government, has developed a draft decree. I think that a corresponding decision will be made in the near future."
Andrey Rybak stated that the current system was developed several years ago. The reason for this system was the desire to save funds on the administration of this fee: there is a specific employee of "Beltekhosmotr" who checks the payment receipt. "But this idea yielded negative results. The proposal is as follows: to decouple it from anything - to introduce a transport fee. The citizen pays it on a declarative basis: if they intend to drive on the road, they pay through ERIP, bank, post office, or other methods," said the parliamentarian.
It was also added on the TV channel that in many countries, the transport fee is not included in the technical inspection system. For example, in the USA, it is included in the price of fuel - the more the motorist drives, the more they pay. In some European countries, the transport tax is paid separately and depends on the engine displacement, horsepower, or harmful emissions into the atmosphere.
As reported, this year, out of almost 3 million vehicles, half did not undergo technical inspection. Many do not want to pay the road tax, which is more expensive than the fine for not passing the technical inspection. Based on the results of ten months, 1 million 325 thousand state technical inspections were carried out, of which 215 thousand failed on the first attempt. The main reason for failing the technical inspection is the malfunction of the braking systems. It accounts for more than 50% of all failures during technical inspection. It turns out that over 100 thousand vehicles in Belarus experienced difficulties only with their brakes during the technical inspection.
