The active use of personal mobility devices and bicycles has led to a number of negative consequences, — comments Viktor Rotchenkov, Head of the Main Traffic Police Department of the Ministry of Internal Affairs' Public Security Police, on the amendments to the Traffic Regulations that will come into force on September 1. — First and foremost, this is an increase in the number of injuries sustained by owners of eco-friendly transport. Approximately 900 such road traffic accidents have been registered over the past two years.

A particular surge was noted in 2024. The number of incidents involving this category of road users increased by 80 percent. Moreover, while four people died in the entire previous year, three have already died in the first half of 2025.

The majority of incidents occur at pedestrian crossings.

In approximately half of the cases, the injured scooter and bicycle riders could have prevented the accidents if they had ensured their departure onto the roadway was safe. Often, they were able to see approaching vehicles in advance. Meanwhile, car owners were unable to prevent collisions, noticing the vulnerable road users literally at the last second.
