An updated Instruction on the procedure for registering domain names in the hierarchical naming space of the national segment of the Internet will come into force in Belarus on March 1. The Order approved the Instruction on the procedure for registering domain names in the hierarchical naming space of the national segment of the Internet in a new edition. It specifies certain aspects related to domain registration. In particular, the participation of intermediaries in the domain name registration procedure has been regulated. A domain registration agreement can only be concluded with registrars. According to the updated Instruction, they will not be able to involve third parties in finding new clients and concluding domain registration agreements with them. An exception is made for agreements on the registration of domains of non-resident applicants (registrars will be able to involve foreign legal entities in concluding them).
The Instruction also tightens requirements for registrars and regulates the procedure for actions in case of liquidation or termination of a registrar's activities. The Instruction also provides for the possibility of transferring a domain by inheritance.
In addition, a deadline has been set for the registration of domain names in the .бел zone, for which priority registration applications were submitted by government bodies in respect of organisations subordinate to them (part of them, system), but registration agreements were not concluded. The final deadline for concluding such an agreement will be September 30, 2017.
From October 1, 2017, the aforementioned unregistered domains are subject to registration in the manner established for names excluded from the register of the national domain zone. They may be put up for auction, taking into account the right of the technical administrator of the national domain zone not to put up for auction domains identical or confusingly similar to the names of registered means of individualisation of participants in civil circulation, goods, works or services.
