Decree No. 223 of June 7, 2019 "On the procurement of goods (works, services) in construction" comes into force on July 1, the press service of the Ministry of Architecture and Construction informed BELTA.

The document defines the procedure for regulating procurement in the construction industry with the involvement of budget and equivalent funds, as well as the mechanism for conducting tender and exchange trading or negotiations when carrying them out.

It is stipulated that the procurement procedure will be mandatory if the construction cost is equal to or exceeds 6 thousand base units. At the same time, the document expands the list of exceptions to this rule. Thus, among them are changes to design documentation at the customer's request, current repair work, as well as contracts for the performance of certain types of work concluded with subcontractors by the general contractor or general designer.

The document has updated some terms and definitions, and changed the procedure for establishing a preferential amendment. The Ministry of Architecture and Construction has been granted the right to establish an interdepartmental commission for procurement in construction.

The decree was adopted in order to further develop competition in construction, ensure cost reduction and improve the quality of construction work, timely commissioning of facilities, and efficient spending of budget funds allocated for construction.
