The cost of works for the fencing of the new hospital territory in Sharkovshchina alone was overstated by more than Br150 million, the Committee for State Control of the region informed a BELTA correspondent. Despite the existing system of control over construction works and the expenditure of budget funds on them, construction organizations continue to commit violations that lead to an overstatement of the cost of completed works. The control authority sees the main reason for the overstatement of the cost of works in the insufficient control over the progress of construction works by the customer, technical supervision, and the direct contractor. For example, during the construction of the first phase of the district hospital in the settlement of Sharkovshchina, designed for 165 beds with an outpatient clinic for 200 visits per shift, the cost of completed works for the fencing of the territory alone was overstated by Br152.6 million. At the same time, no sophisticated schemes of deception were invented – simply the number of fence posts and sections, as well as their weight on paper and in reality were different, of course, on paper – larger. In addition, at the same facility, an overstatement of payment for floor covering works in the maternity ward was established. During a site visit, it was revealed that these works were not performed by the contractor, but budget funds were received. And again, neither the customer nor the technical supervision raised any claims against the contractor for presenting actually unperformed works for payment.
