A republican seminar on the involvement of unused property in economic circulation was held in the Vitebsk region.
The practical application of this work was examined using the example of the Beshenkovichi district. The event was attended by Vitaly Neverov, Chairman of the State Property Committee, Anzhelika Nikitina, Deputy Chairperson of the Vitebsk Regional Executive Committee, as well as representatives of republican and local authorities, organizations, and the business community.
Opening the plenary session of the seminar, Vitaly Neverov noted that over the past three years, the Vitebsk region has demonstrated positive dynamics in involving unused state property in economic circulation, with an increasing number of new production facilities being created in the region.
"As practice shows, giving unused property a second life is a rather difficult and thorny path. It does not always happen instantaneously and quickly. Sometimes it requires a sufficiently long period of time, measured even in more than one or two years. But we clearly understand that, having received a second life, these facilities become points of growth and attraction for the local population. This means additional jobs and subsequent budget revenues," emphasized the Chairman of the State Property Committee.
In turn, Galina Unukovich, Chairperson of the Beshenkovichi District Executive Committee, added that in the district, the most effective way to use state property and reduce the amount of unused property is gratuitous transfer to private ownership for the implementation of investment projects.
As part of the seminar, its participants visited a number of enterprises where production facilities have been established. The first facility is the incubation workshop of Vitkonprodukt LLC in Beshenkovichi. It was created on a previously unused site of a former car service station, transferred to private ownership for an investment project. Its capacity is 16 million eggs per year. The production facility is equipped with modern environmentally friendly equipment, which has no analogues in Belarus. This has made it possible to ensure the import substitution of broiler chicks.
In addition, to ensure the operation of the incubator, sites for raising young birds and a parent flock have been built. This has made it possible to replace the import of hatching eggs.
Subsequently, the seminar participants visited LLC "Lufter", a confectionery factory with Chinese capital participation. In 2023, an unused building of the former gymnasium in the urban settlement was transferred for the implementation of this investment project. The cost of the investment project is 7 million rubles. During the implementation of its first stage, 4.1 million rubles of investments have already been invested, including the purchase of equipment worth 3 million rubles.
It is worth noting that the confectionery factory in Beshenkovichi is included in the list of investment projects of the "One District – One Project" program. Currently, 64 people are employed at the enterprise, and its products are exported to the Russian Federation.
"The 'One District – One Project' initiative is practically 80% related to the involvement of unused property in economic circulation. In very few regions, while implementing projects, have we built facilities from scratch. Mostly, former buildings that were previously unused were selected, modernized, and reconstructed. Investments were attracted for these purposes, equipment was installed, and in this way, we came to the implementation of the 'One District – One Project' initiative. New jobs were created, which, consequently, will provide not only budget revenue but also a decent standard of living for our population in the regions," said the Deputy Chairperson of the Vitebsk Regional Executive Committee, Anzhelika Nikitina.
The next facility visited within the framework of the republican seminar was the production site of RUP "Belmedpreparaty".
In Beshenkovichi, unused capital structures of the former reinforced concrete products plant were in the communal ownership of the district for more than 10 years. In 2014, they were transferred to the investor free of charge for the implementation of a project involving the creation of a pharmaceutical production facility.
The project was successfully implemented for several years. Over 20 million investments were made, and over 3 million US dollars of foreign investment were attracted. In the first half of 2024, the property was accepted into the ownership of the Republic of Belarus and assigned to RUP "Belmedpreparaty" under the right of economic management.
Currently, preparatory and commissioning works have been carried out here, the operability of the equipment has been confirmed, and an experimental batch of medicinal products has been produced. The inspection of the production site for compliance with GMP requirements has been completed, and the certificate is planned to be obtained in July 2025. In parallel, work is underway to find an investor.
Another project is being successfully implemented in the Beshenkovichi region based on the "One District – One Project" principle: in 2023, the food flavourings production facility of "Skorpio-Kvetka" LLC was opened. For the implementation of the investment project, an unused building of a former school in the agro-town of Budilovo was transferred to the enterprise free of charge. Based on the transferred property, a workshop for the production of liquid and dry flavourings has been commissioned, and a laboratory has been established. Currently, a line for bottling food flavourings into small containers has been purchased and installed.
"Skorpio-Kvetka" is the sole producer of flavourings in the Republic of Belarus, with capacities sufficient to meet the full demand of the country's enterprises. In 2025, the enterprise plans to commission a workshop for the production of non-food flavourings intended for export. Summarising the first day of the seminar, the Chairman of the State Property Committee noted that the Beshenkovichi district approaches the involvement of unused property in economic circulation reasonably and thoughtfully.
"The local authorities have established high-quality work with potential investors, and many previously unused facilities have found a second life. Two projects – a confectionery factory and a flavourings production workshop – are being implemented within the framework of the "One District – One Project" program initiated by the Head of State. As is known, its goal is to support and develop initiatives with a focus on creating new jobs. It is noteworthy that these projects are import-substituting and export-oriented," summarised Vitaly Nevera.
