The Council of Ministers of Belarus has adopted an action plan for the implementation of the provisions of Decree No. 7 "On the Development of Entrepreneurship," the Belarusian government informed a BELTA correspondent.
The action plan provides for the adjustment of legislation in the regulation of trade, public catering, consumer services, construction, transport, and advertising activities.
The adjustment of 40 legislative acts is envisaged, including 21 laws and 6 codes. In particular, amendments will be made to the Criminal and Tax Codes, the laws "On Fire Safety," "On External Labour Migration," and "On the Fundamentals of Transport Activities."
In the first quarter of 2018, it is planned to introduce amendments to a wide range of regulatory legal acts (including departmental ones), providing for the abolition of the mandatory use of seals by business entities, the optimisation of administrative procedures in trade, public catering, and consumer services, as well as the optimisation of the number of examinations conducted and permits issued.
A mandatory requirement is the consideration of all documents prepared in development of Decree No. 7 by public advisory (expert) councils for the development of entrepreneurship under state management bodies.
Extensive information and explanatory work among the public is envisaged, including outreach meetings and seminars with the participation of ministry specialists and representatives of business communities. Dedicated thematic sections are planned to be created on the official websites of state bodies, where explanations on the implementation of Decree No. 7, as well as other regulatory legal acts on business liberalisation, will be posted.
