The government has approved the draft concept for the creation of the Belarusian Integrated Service and Settlement System (BISRС), as well as an action plan for its implementation. This decision was made on August 19 at a meeting of the Presidium of the Council of Ministers, according to a BELTA correspondent.
The BISRС will allow for the integration of various departmental information systems and provide consumers with the opportunity to receive electronic administrative, informational, and payment services throughout Belarus based on unified rules and tools. The main tools of this system, ensuring the interaction of individuals and legal entities with state information systems and resources, will be the Belarusian Electronic Card (BЭK) and a unified identification system for individuals and legal entities.
The BЭK is a multi-functional microprocessor personal card issued to a citizen. It supports electronic applications related to the provision of state and other services and facilities, ensuring, through its built-in identification mechanism, the process of remote interaction between a citizen and an organization providing a service. The BЭK identifier can be used, for example, instead of electronic tickets for sports and cultural events, air and railway tickets, etc.
According to the draft concept, the main areas of application for multi-functional electronic cards should include banking services, citizen taxation, insurance, e-commerce, public transport fare payment, utility bill payment, etc. The main users of the BISRС will be citizens, legal entities, republican government bodies, executive and administrative bodies, and other organizations providing public services, as well as banks, service providers, utility providers, trade and service outlets selling social goods or services.
The creation of the Belarusian Integrated Service and Settlement System, as noted at the meeting, allows for a rapid transition to modern types of documents that meet global trends. The implementation of this project, in particular, will contribute to the development of the national information infrastructure, which is a fundamental condition for the creation of an information market and a "knowledge economy", and will stimulate an increase in the quality and speed of administrative procedures.
The system will be created in several stages, the first of which requires the implementation of basic applications operating with the use of the Belarusian electronic card.-0-
