The Council of Ministers of Belarus has established lists of administrative procedures to be carried out in electronic form through the unified portal of electronic services for citizens, as well as for legal entities and individual entrepreneurs. The relevant decision is enshrined in Resolution of the Council of Ministers No. 529 of July 14, 2017, according to BELTA, citing the government's website.
The Council of Ministers of Belarus has established lists of administrative procedures to be carried out in electronic form through the unified portal of electronic services for citizens, as well as for legal entities and individual entrepreneurs. Thus, 149 administrative procedures can be carried out in electronic form for citizens. These include the registration of a foreign citizen or a stateless person temporarily staying in Belarus; the issuance of a permit for the right of priority entry into the territory of road border crossing points across the state border of Belarus; the offsetting and refund of taxes, duties (fees), and penalties; the state registration of changes to a land plot based on a change in its intended purpose; the issuance of a certificate of rights to immovable property owned by a person or a certificate of rights to immovable property (aggregated information), etc.
For legal entities and individual entrepreneurs, 197 administrative procedures are to be carried out in electronic form, including the issuance of a certificate confirming that an individual entrepreneur is not a payer of a single tax; the offsetting and refund of overpaid (recovered) amounts of taxes, duties (fees), and penalties; inclusion in the register of leasing organizations and issuance of a certificate of inclusion in the register of leasing organizations; approval with the issuance of a conclusion on urban planning projects of general and detailed planning; approval with the issuance of a conclusion on design documentation for capital repairs and reconstruction, which involve the expansion or increase in capacity, as well as a change in the intended purpose of objects of social, production, transport, and engineering infrastructure, etc.
The document also defines the timelines for organizational and technical measures to create conditions for the implementation of the specified administrative procedures through a unified portal of electronic services, methods of accessing the portal, and state bodies and other organizations whose competence includes the implementation of administrative procedures.
The resolution was adopted in pursuance of the Law of Belarus of January 9, 2017 "On Amendments and Additions to the Law of the Republic of Belarus "On the Fundamentals of Administrative Procedures" and entered into force on July 15, 2017.
