The Government of Belarus has approved the State Programme "Comfortable Housing and a Conducive Environment" for 2016-2020 by Resolution of the Council of Ministers No. 326 of 21 April 2016, as reported to BELTA by the press service of the Belarusian government.

"The objective of the state programme is to ensure comfortable living conditions, primarily by enhancing the efficiency and reliability of public utilities operations while simultaneously reducing the costs of housing and communal services (HCS)," the press service explained. The programme includes eight sub-programmes: "Ensuring the Quality and Accessibility of Services," "Modernisation and Efficiency Improvement of Heat Supply," "Repair of the Housing Stock," "Safe Elevator," "Clean Water," "Municipal Waste Management and Utilisation of Secondary Material Resources," "Development of Rural Electrification and Gasification," and "Quality and Accessibility of Consumer Services."
The programme envisages the establishment of customer and contractor services for HCS, as well as the equipping of public utility organisations under economic management with central heating points, heat nodes, and individual heating points in apartment buildings with automation and dispatch systems. The development of new and improvement of existing technical regulatory legal acts in the field of HCS is also planned. A unified information system for calculating payments for HCS and other services consumed by the population will be implemented throughout Belarus. A system of cashless housing subsidies will be launched to reimburse citizens in need for part of their housing and communal service payments.
The state programme will be financed by funds from the republican and local budgets, credit resources, own funds of organisations, and other sources. In total, funds in the amount of Br106 trillion 389.1 billion are planned for it.
"The Ministry of Housing and Communal Services, the Ministry of Energy, and the Ministry of Trade have been designated as responsible customers for the state program. Personal responsibility for the implementation of the program's measures is assigned to the Minister of Housing and Communal Services, the Minister of Energy, the Minister of Trade, the Minister of Architecture and Construction, the Chairman of the Board of the Belarusian Republican Union of Consumer Societies, and the chairmen of the regional executive committees and the Minsk City Executive Committee," the press service added.
