The legal regulation of the activities of garage cooperatives, cooperatives operating motor vehicle parking facilities, and horticultural associations is being improved in Belarus. The corresponding Decree No. 423 was signed by the President of Belarus, Alexander Lukashenko, on November 17, as reported to BELTA by the press service of the Head of State.

The document provides for the possibility of transferring the authority to resolve certain issues of the activities of the specified organizations from the general meeting of their members to a meeting of authorized representatives. This is due to the objective difficulty of observing the quorum established by law in large cooperatives and associations.
Thus, in horticultural associations, a meeting of authorized representatives may be empowered to determine the composition of the board, elect the chairman of the board, the treasurer of the association, other board members, members of the audit and counting commissions of the association, and to prematurely terminate their powers, as well as to set the amounts of remuneration paid to members of the board, audit and counting commissions.
In garage cooperatives and cooperatives operating motor vehicle parking facilities, a meeting of authorized representatives, in addition to existing functions, will be able to set the amounts of entrance, share, targeted, and additional contributions, as well as the deadlines for their payment.
The Decree establishes the possibility of electing authorized representatives at meetings of groups of cooperative or association members, formed by the board with reference to specific garages (parking spaces, parking lots) or land plots.
Similar to horticultural associations, the possibility is provided for disconnecting electricity to members of a garage cooperative or a cooperative operating motor vehicle parking facilities in case of untimely payment of contributions or failure to fulfill other obligations by decision of the cooperative's board, as well as the possibility of electing a person who is not a member of these cooperatives as the chairman of their boards.
