Veronika Viktorovna was born in 1983 in Vitebsk.

In 2006, she graduated from the Vitebsk State Technological University with a degree in "Economics and Management at Enterprise", and in 2013, from the Academy of Management under the President of the Republic of Belarus with a degree in "Public Administration of the National Economy".

Veronika Zaboluyeva worked in the trade sector for about 6 years. Since 2008, she has been an engineer at the Vitebsk Centre for Standardisation, Metrology and Certification.

Since 2011, she has been working in the Economy Committee of the Vitebsk Regional Executive Committee, progressing from leading specialist to deputy chairperson.
