Information on the planned economic and other activity and alternative options for its placement and/or implementation
According to the adopted design solutions:
the object is the "Construction of a gas pipeline to the existing boiler house with the installation of an RPP at the address: Vitebsk region, Ushachi district, Zharsky village council, village of Staroye Selo, Ushachi Branch of CJSC Vitebskagroproduct";
it is planned to construct a gas pipeline to the existing boiler house with the installation of an RPP;
the object is the "Reconstruction of the boiler house building with the installation of two gas-fired boilers of type KP-8.0-1.3 at the address: Vitebsk region, Ushachi district, Zharsky village council, 20/2, east of the village of Staroye Selo, Ushachi Branch of CJSC Vitebskagroproduct", it is planned to install two high-efficiency steam gas boilers with a capacity of 8 t/h each in boiler room No. 3.
Alternative options considered
Alternative placement options
During the EIA, the following placement options are considered:
1st option – implementation of design solutions at the address: Vitebsk region, Ushachi district, Zharsky village council, 20/2, east of the village of Staroye Selo (areas adopted by the project
existing enterprise);Option 2 – refusal to implement the design solutions (zero alternative).
Option 3 – implementation of design solutions at an alternative site (new construction).
When implementing the first option, the nature user receives economic benefits and implements the National Strategy for Sustainable Socio-Economic Development of the Republic of Belarus for the period up to 2030 (clause 6.1.).
In case of refusal of the planned economic activity, a loss of benefits in the socio-economic context, irrational use of fuel and energy resources, and the impossibility of expanding production are noted.
Due to the high economic costs associated with the construction of the facility on a new land plot, this alternative option is not a priority. The site for placement has been determined, and decisions of the Ushachi District Executive Committee dated 22.04.2022 No. 485 and dated 08.07.2022 No. 868 "On permission for design and survey work and construction" have been obtained.
Taking into account the analysis of the options, it can be concluded that Option 1 – implementation of design solutions, which involves the construction of a gas pipeline to the existing boiler house with the installation of an SRP and the installation of two high-efficiency steam gas boilers with a capacity of 8 t/h each in boiler room No. 3, is the priority option for the planned economic activity. The implementation of design solutions according to this option will minimize the impact on the components of the natural environment.
Alternative Technological Solutions
The following are considered as alternative technological solutions:
Technological Alternative No. 1. This project provides for the installation of two high-efficiency steam gas boilers (fuel – natural gas). The planned economic activity consists in the implementation of a project for the reconstruction of the boiler house with the installation of boilers running on natural gas. The expediency of carrying out this project is as follows:
- ensuring the heating and ventilation loads of the enterprise;
- installation of more efficient equipment with high efficiency;
- improvement of the environmental situation in the area where the enterprise is located due to the reduction in emissions of pollutants compared to burning solid fuel.
Technological Alternative No. 2. This
The project envisages the installation of two high-efficiency solid fuel boilers (fuel – wood). The planned economic activity is the implementation of a project for the reconstruction of a boiler house with the installation of solid fuel boilers using wood. The feasibility of implementing this project is as follows:- ensuring heating and ventilation loads for the enterprise;
- a larger amount of pollutant emissions compared to the combustion of gaseous fuel.
In the process of analysing the adopted technological solutions, solutions corresponding to the best available techniques were considered, while the economic component of a particular solution was assessed.
Analysing the technological solutions provided for by technological alternative No. 1, it can be concluded that the technological solutions correspond to the best available techniques, are more economically advantageous for the enterprise, and therefore technological alternative No. 1 has been selected for implementation. During its implementation, the changes to the main components of the environment are insignificant.
