Belarusian President Alexander Lukashenko has decided not to pardon Dmitry Konovalov and Vladislav Kovalev, who were sentenced to death for committing the terrorist attack in the Minsk metro on April 11, 2011, as reported by the Belarus 1 TV channel on March 14 in its evening news broadcast. This decision was made due to the high public danger posed by the criminals, and the severe consequences for society of the acts of terrorism and other crimes committed, involving the murder of a large number of people and causing numerous bodily injuries to citizens. As previously reported, on November 30, 2011, the Supreme Court announced the verdict in the case of explosions in Minsk and Vitebsk. Dmitry Konovalov and Vladislav Kovalev were sentenced to death. The court found them guilty in relation to the incident of April 11, 2011 – the explosion in the Minsk metro. This crime was qualified for Konovalov under Part 3 of Article 289 (terrorism) of the Criminal Code of Belarus, and for Kovalev under Part 6 of Article 16 and Part 3 of Article 289 (aiding and abetting terrorism). When assigning the punishment, the court took into account that Konovalov had committed crimes, including terrorist acts, repeatedly and systematically. Dmitry's explosive devices became more dangerous over the years. The court recognized the alcoholic intoxication of Konovalov and Kovalev on April 11 as an aggravating circumstance. The explosion in the metro was the most serious incident, claiming the lives of 15 people, 11 of whom died at the scene. Hundreds of people also suffered various injuries and moral distress. Due to the terrorist attack, the normal operation of the metro was disrupted for several days. The court concluded that Konovalov and Kovalev posed an exceptional danger to society and sentenced them to death (by shooting). "The verdict is not subject to appeal or protest in cassation," the judge stated at the time. In general, both defendants were found guilty of most other episodes in the case, related to hooliganism in the entrance of a residential building in Vitebsk (detonation of an explosive device), illegal actions with ammunition, testing of homemade explosive devices, arson of a car, and many others. In particular, Konovalov was found guilty of committing two explosions in September 2005 in the center of Vitebsk, as well as an explosion in the center of Minsk on the night of July 3-4.
