13 December, Vitebsk /Diana Kurilo - BELTA/. The Vitebsk Central Sports Complex, profitable on paper, turned out to be loss-making in reality. The actual financial state of the physical culture institution was revealed by the employees of the Vitebsk Regional Committee of State Control, the department informed BELTA correspondent. The specialists of the KSС (Committee of State Control) established that for the first half of the current year, the extra-budgetary activities of the CSC (Central Sports Complex) incurred a loss of about Br40 million. However, in the report on the execution of the estimate of income and expenses of extra-budgetary funds, the institution showed a profit of Br67.4 million. During the inspection, numerous violations of accounting procedures, violations of legislation in the planning of extra-budgetary activities, and distortion of data on both income received and expenses incurred were identified. According to the KSС, the director of the complex did not control the activities of the accounting department, and individuals incapable of organising proper accounting work were hired as chief accountants. The institution's staffing table was compiled exceeding the recommended norms of the Ministry of Sports and Tourism, resulting in the creation of positions such as deputy chief accountant, territory cleaners, advertising and commercial agents beyond the norm. Furthermore, the Vitebsk CSC, possessing international-level sports facilities: a heated football pitch, a sports hall, and an athletics arena, failed to ensure the regular holding of competitions of the appropriate level. The sports facilities were used only at 70% capacity, with some, such as the gym and the shaping hall, operating at 22% and 47% respectively. The proper technical condition of the CSC is not maintained. The roof leaks, the masonry of ventilation shafts is partially destroyed, ventilation and air conditioning systems have not been installed, and there are signs of significant corrosion on the lighting masts. Moreover, the Vitebsk City Executive Committee has not ensured the completion of the CSC construction, which began 14 years ago (in August 1998) with a normative construction period of 30 months. According to the Regional KSС, the inspection materials indicate that all these violations are due not only to the unsatisfactory management of the CSC but also to the insufficient control over the institution's activities by the Department of Physical Culture and Sports of the Vitebsk City Executive Committee.
