"I believe that the measures provided for by this document will eventually allow for the removal of managers who, due to their professional and (or) personal qualities, do not meet the requirements of their positions and cannot ensure the sustainable development of their enterprises in the medium and long term. New, more proactive individuals will be able to take their place," the expert noted. "Ultimately, this will improve the quality of enterprise management, as managers themselves now have new incentives to enhance their professionalism and qualifications."
Overall, according to the analyst, the decree optimally combines the so-called "stick and carrot" methods. "It is aimed at improving labor and production discipline, enhancing the financial and economic performance of enterprises, and increasing employee wages through increased labor productivity. After all, if ineffective employees are removed and bonuses are increased for those who truly work, then naturally they will have more incentives to perform their duties even better," explained Alexander Mukha.
Of course, one should not expect the new mechanisms to work instantly and for everyone to become conscientious employees tomorrow, but the adoption of the decree is already a step in the right direction, the analyst is confident.
