On September 6, Minsk / Ekaterina Markovich - BELTA /. A draft decree on the allocation of land plots for individuals in need of individual construction has been prepared in Belarus. This was announced today to journalists by Deputy Prime Minister Anatoly Kalinin at the solemn ceremony of opening the International Specialized Construction Exhibition "Budprogres-2011", reports BELTA correspondent.
"The decree proposes a number of protection measures: a person who has received a land plot will not be able to sell it for a long period," Anatoly Kalinin said. Thus, the owner of the plot must erect the "box" (walls), install windows, and cover the roof, only after that, after 8 years, they will have the right to sell it. This, according to the Deputy Prime Minister, will help deter speculators who are involved in this business. "And those who receive plots and will build will not have any restrictions or problems," he stressed.
Anatoly Kalinin reported that 5 years will be allocated for the construction of a house on the plot. Further, for a valid reason, this period can be extended for another 3 years in agreement with the local authorities. Then, if necessary, the owner of the plot can freeze construction for another 2 years. "Thus, the owner of the plot has 10 years to build a house, and only then, after 8 years, will they have the right to sell it," the Deputy Prime Minister emphasized.
Today, there are 50,000 people on the waiting list, the Deputy Prime Minister reported. "The Head of State has set the task to provide everyone in need this year, primarily those living in these territories," he noted. Today, the state is ready to offer 65,000 plots to those in need, but everyone wants to get plots either in the Minsk region or in the suburbs of regional centers. The Deputy Prime Minister stressed that although there is a problem with plots in the Minsk region, there are plenty of free territories in the region itself to provide for everyone in need, and there is still a reserve. "We are offering citizens plots 15-30 km from Minsk, we have enough of them. So, supply and demand will be balanced," he said. -0-
