The list of the most important projects of the State Program for Innovative Development of Belarus for 2011-2015 includes 8 projects, for which the Vitebsk Regional Executive Committee acts as the customer. Among them, the project "Organization of production of an automated multifunctional fluorescent analyzer of biological cells and tissues with high resolution" corresponds to the V-VI technological order, which characterizes the highest level of technological development and the application of achievements in biotechnology, nanotechnology, genetic engineering, membrane and quantum technologies, photonics, micromechanics, and thermonuclear energy.
The new production will be aimed at implementing an innovative method for diagnosing malignant neoplasms and corresponds to the characteristics of the fifth and sixth waves of scientific and technological progress, which are aimed at applying achievements in biotechnology, nanotechnology, genetic engineering, membrane and quantum technologies, photonics, micromechanics, and thermonuclear energy. The project is being implemented by the private scientific and production unitary enterprise "Spectravtomatsklyuch". The prototype of the device is already ready.
As Svyatoslav Zarovsky noted, the state innovation program also includes the organization of production for the manufacture of telescopic towers made of high-strength steel at the private production and trade unitary enterprise "Vitstroytekmash", the introduction of innovative technologies in the furniture industry at the Vitebsk communal furniture unitary enterprise "Zarya", and modern printing technologies at the communal printing unitary enterprise "Novopolotsk printing house". The production and sale of the new RA-2503-2 additive package for SG/CD performance level gasoline automotive oils will increase exports by 1.5 times and expand foreign supplies.
Over the next five-year period, the region plans to implement 27 projects under the regional scientific and technical program "Development and Implementation of New Types of Competitive Products, Resource-Saving Technologies, Equipment and Measures to Enhance the Efficiency of the Vitebsk Region's Economy (RSTP "Innovative Development of the Vitebsk Region") for 2011-2015". The creation of more than 50 new technical devices is envisaged, including 3 medical devices.
Local authorities have developed a set of measures to enhance the innovative activity of economic entities. In particular, it is planned to support and promote the expansion of small innovative entrepreneurship, create incentives for the effective work of design departments, and intensify cooperation between research institutions, higher education institutions, the National Academy of Sciences, and regional organizations.
