A concept for a law on the state sector has been prepared in Belarus. In 2020, the bill may be included in the package of documents for consideration by the parliament, Minister of Economy Dmitry Krutoy told reporters on the sidelines of the Belarusian-Swiss Business Council, according to a BELTA correspondent.
"The development of the law is embedded in the socio-economic development program. The proposal was initiated by the work of such a document in China. The goal is to clearly regulate the areas where the creation and operation of state-owned enterprises are possible. The second direction is on what principle these enterprises can be liquidated, rehabilitated, or bankrupted," noted Dmitry Krutoy.
The concept was prepared by the ministry together with the State Property Committee. Specialists studied the Chinese experience and took into account the specifics of Belarus. Business unions and sectoral ministries were invited to participate in the working group meetings. The document is planned to be first submitted to a meeting of the Presidium of the Council of Ministers. "I would like it to be included in the package of bills for the new parliament next year," the minister noted.
The concept will form the basis of the future bill. "The ministry's task is to understand which blocks will be included in the final version," said Dmitry Krutoy.
He also said that work on decriminalizing economic offenses continues in the republic. An experiment is being conducted in Orsha to introduce a moratorium on inspections.-0-
