"The plan for the preparation of draft laws for 2019 sets the deadline for submitting this draft law to parliament as April of this year. However, as you understand, the plan is not dogma, it is a guide to action. If all positions are verified and meet current requirements, the draft law will be submitted to parliament," said Vadim Ipatov.
According to him, the draft law is a holistic systemic document that will clarify terminological issues, among others. "The document clearly defines what personal data is, sets the rules of the game for all entities involved in the collection, processing, and transfer of personal data. It clearly stipulates the rights of individuals, how our personal data should be processed, how it should be protected, and the right to demand that personal data be deleted from all databases. The document also provides for the creation of an authorised body that will oversee compliance with legislation in this area," the centre's director noted.
Vadim Ipatov also added that the National Centre of Legislation and Legal Research is working on another draft law concerning high technologies, which provides for amendments to the Law on Information, Informatisation and Information Protection, adopted in 2008. "However, in order to approach this document and create a high-level regulatory legal act, it is necessary to study this area in detail. This year, the centre will carry out relevant analytical and research work with the participation of interested parties, where we want to re-examine this law, identify its problems and gaps, in order to modernise it," he emphasised.
In addition, in accordance with the plan for the preparation of draft laws for 2019, work has already begun on amending and supplementing the Criminal Code regarding liability for offences in the field of high technologies.
