Hundreds of residents of our region and thousands across the republic die annually from accidental alcohol poisoning. Far from all of those who died are people of anti-social status. Alcohol victims are often workers, rural labourers, pensioners, and even young people. And the reason for this is most often the illegal sale of alcoholic beverages.

Alcohol victims are often workers, rural labourers, pensioners, and even young people. And the reason for this is most often the illegal sale of alcoholic beverages. People who profit from the misfortune, health, and fates of others are indifferent – think about this.
The priority activity for employees of the Lepel District Department of Internal Affairs has been and remains preventive work. It is no secret to anyone that it is better to prevent a crime than to solve it afterwards. The main focus in preventive activities is on preventing drunkenness.
As a result, in 2019, a total of 1447 people (2018 - 1412) were brought to administrative responsibility for drinking alcoholic beverages in a public place or appearing in a public place while intoxicated. 52 people (2018 - 80) were brought to responsibility for being at the workplace during working hours in a state of alcoholic intoxication.
58 cases of moonshining were detected (2018 - 69), and 1857.08 litres (2018 - 784.54) of moonshine, mash, and other non-certified alcoholic beverages were seized.
In accordance with Article 12.27 of the Code of Administrative Offences of the Republic of Belarus: Illegal movement, storage of tobacco products and alcoholic beverages, production, processing, storage, movement of non-food alcohol-containing products, ethyl alcohol, tobacco raw materials, sale of these products, alcohol, raw materials and alcoholic beverages
2. The movement of more than five litres of alcoholic beverages not marked in the prescribed manner with excise stamps of the Republic of Belarus and (or) special stamps by an individual, who is not an individual entrepreneur, across the territory of the Republic of Belarus
shall entail the imposition of a fine ranging from ten to one hundred base units with confiscation of alcoholic beverages exceeding the permitted quantity, or without confiscation.
2-1. An act,
provided for by part 2 of this Article, committed repeatedly within one year after the imposition of an administrative penalty for the same offence, -shall entail a fine of from twenty to one hundred base units with confiscation of alcoholic beverages exceeding the quantity permitted for transportation, as well as vehicles used for the transportation of alcoholic beverages (except for public transport), regardless of their ownership, or without confiscation of such vehicles.
3. Production (manufacture), processing, storage within the territory of the Republic of Belarus, transportation within it by an individual who is not an individual entrepreneur, of more than five litres (five kilograms) of non-food alcohol-containing products, more than five litres of ethyl alcohol obtained from food raw materials, more than five litres of non-food ethyl alcohol, more than ten kilograms of tobacco raw materials, as well as the sale of the aforementioned products, alcohol and raw materials (regardless of volume) –
shall entail a fine of from ten to one hundred base units with confiscation of non-food alcohol-containing products, alcohol, and tobacco raw materials exceeding the quantity permitted for production (manufacture), processing, storage, and transportation, as well as equipment and raw materials used for their production (manufacture) or processing, or without confiscation.
4. Sale (in the absence of signs of illegal entrepreneurial activity) by an individual who is not an individual entrepreneur, of alcoholic beverages not marked in the prescribed manner with excise stamps of the Republic of Belarus and (or) special stamps, or homemade alcoholic beverages –
shall entail a fine of from five to twenty base units with confiscation of the alcoholic beverages being sold, as well as confiscation of alcoholic beverages not marked in the prescribed manner with excise stamps of the Republic of Belarus and (or) special stamps, and homemade alcoholic beverages, belonging to the guilty person or located at the place of the offence at the time of its commission, or without confiscation of such alcoholic beverages.
4-1. An act,provided for by part 4 of this Article, committed repeatedly within one year after the imposition of an administrative penalty for the same offense, -
shall entail a fine of ten to thirty basic units with the confiscation of alcoholic beverages sold, as well as the confiscation of alcoholic beverages not marked in the prescribed manner with excise stamps of the Republic of Belarus and (or) special stamps, homemade alcoholic beverages belonging to the offender or located at the place of commission of the offense at the time of its commission.
5. Production (manufacture), introduction into circulation by an individual who is not an individual entrepreneur, of counterfeit alcoholic beverages, as well as the movement of, storage by such individual of knowingly counterfeit alcoholic beverages within the territory of the Republic of Belarus, trade in them -
shall entail a fine of one hundred to two hundred basic units with the confiscation of counterfeit alcoholic beverages, equipment, raw materials and materials used for their production (manufacture).
Article 12.43 of the Code of Administrative Offences of the Republic of Belarus: Manufacture or acquisition of strong alcoholic beverages (samogon), semi-finished products for their manufacture (braga), storage of apparatus for their manufacture
1. Production of strong alcoholic beverages (samogon), semi-finished products for their production (braga) by individuals, as well as storage of apparatuses used for their production –
shall entail a warning or a fine of up to five base units with confiscation of the specified beverages, semi-finished products and apparatuses.
2. The same acts committed repeatedly within one year after the imposition of an administrative penalty for the same violations, as well as the production by an individual of more than five liters of strong alcoholic beverages (samogon), more than thirty liters of semi-finished products for their production (braga) or storage of more than thirty liters of such semi-finished products –
shall entail a fine of five to thirty base units with confiscation
of the specified beverages, semi-finished products, and apparatuses.3. The acquisition of strong alcoholic beverages (samogon), except for those the sale of which is permitted by law, as well as the acquisition of semi-finished products for their manufacture (braga) -
shall entail a warning or a fine of up to five base units with the confiscation of the specified beverages.
Note. Strong alcoholic beverages (samogon) within the meaning of this article are alcoholic beverages with an ethyl alcohol content of 28 per cent or more, manufactured by individuals through fermentation of raw materials and subsequent distillation.
