Education development programmes must be based on a forecast of the economy's demand for personnel for a five-year period. This is stipulated by the Resolution of the Council of Ministers of Belarus of December 28, 2017 No. 1016 "On certain issues of forecasting the economy's demand for personnel", published today on the National Legal Internet Portal, BelTA reports.
In order to further increase the efficiency of the Republic of Belarus's labour potential utilisation and ensure the balance of labour supply and demand, the Ministry of Economy is tasked with developing an annual demographic forecast for a five-year period for the country, regions, and Minsk by September 1, and the Ministry of Labour and Social Protection is tasked with developing a labour force balance forecast annually by November 1. Based on the obtained data, the Ministry of Labour and Social Protection forms the economy's demand for personnel for a five-year period by professional qualification groups and provides the Ministry of Education, and other founders of higher, secondary vocational, and vocational-technical education institutions with information on the economy's demand for personnel for a five-year period by professional qualification groups. This information is used in the formation of forecast indicators for a five-year period by education profiles (specialisations), which are included in the state programmes for the development of higher, secondary vocational, and vocational-technical education, and in the admission quotas for higher, secondary vocational, and vocational-technical education institutions.
The Ministry of Labour and Social Protection, jointly with the Ministry of Economy, is tasked with coordinating the activities of state administration bodies in forming the economy's demand for personnel for a five-year period by professional qualification groups.
The Resolution enters into force after its official publication.
