The state program for the collection and procurement of secondary material resources for 2009-2015 is being adjusted in Belarus towards increasing their volumes. This was announced today to journalists by Anatoly Shagun, Deputy Minister of Housing and Communal Services, as reported by a BELTA correspondent. The adjusted program has been submitted to the Council of Ministers, Anatoly Shagun noted. "It is planned to increase the volumes of resource collection compared to what was planned in 2009 when it was adopted. By 2015, the increase in waste paper collection should be approximately 68% compared to the previous figure, and for polymers - 23%," the deputy minister said. The functions of the program's implementation coordinator are being transferred from the Ministry of Trade to the Ministry of Housing and Communal Services, which will be responsible for ensuring the set procurement volumes of secondary raw materials. The operator of secondary material resources, created within the system of the Ministry of Housing and Communal Services, is to play an important role here. Its duties include organizing the collection, disposal, and utilization of waste generated after consumer goods lose their properties, as well as plastic, glass, paper, and cardboard packaging in which consumer goods are packed. "The operator is our tool to ensure the fulfillment of tasks with minimal costs and maximum benefit for the country," Anatoly Shagun noted. The established volumes are necessary to meet the needs of domestic processing enterprises for waste paper, cardboard, glass, and polymers. The program provides for the creation of new production facilities for waste processing, including tires, batteries, and composite packaging made of paper, cardboard, polymers, and foil. It is also planned to process heavily contaminated polyethylene and polypropylene, mercury-containing waste, and components of complex household appliances. All these measures are included in the state program and will be financed, in part, by the funds collected by the operator through agreements with manufacturers for waste disposal. At the same time, the deputy minister refrained from forecasting how much funds would be collected in 2013 under the new collection system established by Decree No. 313 "On Certain Issues of Consumer Waste Management." "It is difficult to predict the amount of funds that will be received by the operator today. Of course, we were guided by certain figures when developing this document. But it is too early to talk about them, we are just starting," he said.
