The protection of children's rights is one of the most important tasks of the state. State policy is based on ensuring the unity of rights and obligations, the responsibility of officials and citizens for violating the rights and legitimate interests of a child, causing harm to them, and creates conditions for the protection of these rights.
In accordance with Article 32 of the Constitution of the Republic of Belarus, parents are obliged to raise children, take care of their health, development, and education, prepare them for socially useful work, instill culture and respect for the laws, historical and national traditions of Belarus.
During the inspection conducted by the district prosecutor's office, it was established that the basic life needs of minors T., born in 2017, U., born in 2019, and D., born in 2023, were not met by their legal representatives. Parents allowed children to live in residential premises where automatic (autonomous) fire detection and notification devices were not functioning. Facts of alcohol consumption by parents were established, as a result of which preventive measures were applied to them. In this regard, the minors were repeatedly recognized as being in a socially dangerous situation and in need of state protection.
The subjects of prevention had been working with the family for a long time, aimed at eliminating the causes and conditions that led to the creation of an unfavorable environment for children, but this did not yield positive results. The parents of the minors ignored the requirements of the measures, continued to consume alcoholic beverages, and the father of minor T. completely disassociated himself from his upbringing.
Due to the fact that the work carried out with the family did not yield the proper results, the prosecutor of Lepel district, in the interests of the minors, filed a lawsuit with the Lepel District Court to deprive the "unfortunate parents" of their parental rights.
Taking into account the presented evidence, the Lepel District Court granted the claims filed by the prosecutor in full, and the legal representatives of the minors were deprived of parental rights in respect of three children.
The minors were transferred to the care of the guardianship and trusteeship authority of the Lepel District Executive Committee.
