The district prosecutor's office conducted an inspection at the Lepel District Executive Committee regarding the enforcement of legislation on citizens' and legal entities' applications received in 2018.

During the inspection, a number of violations of the aforementioned legislation were identified. For instance, an official of the Lepel District Executive Committee provided an unsubstantiated explanation in response to a citizen's application, citing a legal provision that was not applicable. Furthermore, the application of citizen Ya. was not substantively considered, and the response was not reasoned. Violations in the completion of control and registration cards were also discovered.

Additionally, the official website of the Lepel District Executive Committee on the global computer network Internet currently lacks a special version for the visually impaired, which prevents full access to all information and functions for individuals with reduced vision.

Based on the inspection results, a representation was submitted to the Lepel District Executive Committee to eliminate the legislative violations, as well as the causes and conditions contributing to them. The issue of bringing the responsible individuals to justice has been raised. The prosecutor's act of response is under consideration.

During the inspection, a number of violations of the aforementioned legislation were identified. 

Upon surveying the territory of the Kamensky Rural Council, the district prosecutor's office and the Kamensky Rural Executive Committee established that on the outskirts of the agro-town of Kamen, there is a previously existing but unpreserved old Jewish cemetery. Ancient stone tombstones and a dilapidated structure of undetermined purpose indicate its location in this area. Consequently, the Kamensky Rural Executive Committee failed to take measures to determine the number of graves, their origin, and the time of burials.

In violation of the law, the territory of civil cemetery No. 2 on Vitebskaya Street (Jewish cemetery) is littered with household and construction waste, and the cemetery fence is damaged. Furthermore, waste has not been cleared from the territory adjacent to the civil cemetery. The territory adjacent to the closed cemetery No. 3 on Melnichny Lane is littered with household waste and old wreaths. A special waste disposal site has not been designated.

Inventory commissions for the inventory of cemeteries in the rural executive committees of the district have not been effectively established. The composition and number of commissions have not been approved by the Lepel District Executive Committee.

The Lepel District Executive Committee received an electronic inquiry from Ya. from the Ministry of Defence of the Republic of Belarus regarding the initiation of the installation of memorial signs in the area of a mass grave from the Great Patriotic War period. In his inquiry, Ya. indicates the location of this burial site, referring to pages 208-209 of the book "Pamyat. Lepelsky District", 1999. On 15.02.2018, without conducting any verification, the applicant was informed of the impossibility of precise orientation on the ground to compile an information sheet, and was invited to come and jointly inspect the area.

The District Prosecutor's Office has examined the aforementioned pages of the "Pamyat" book, which, with reference to the state commission, note the location and number of buried civilians. A site visit was also conducted. Currently, a wooden cross with a plaque reading "Тут ляжать больш за 850 ахвярау забітых у часіны ліхалецця" has been erected in this area. Consequently, the Lepel District Executive Committee has not taken measures to conduct archival and research work to establish data on those killed during the Great Patriotic War and the precise location of their burial.
Based on the results of the inspection, a submission is being prepared for the Lepel District Executive Committee to eliminate violations of the law, as well as the causes and conditions contributing to them.
