On December 2, Vitebsk / Diana Kurilo - BELTA /. Miscalculations in planning and organisation of works on modernisation of woodworking enterprises have led to delays in commissioning of facilities. This viewpoint was expressed to journalists by the Minister of Architecture and Construction of Belarus Anatoly Nichkasov, during his visit to OJSC "Vitebskdrev" today, BELTA correspondent reports.
According to the minister, if in 2007 a decision was made to implement a programme for modernisation of woodworking enterprises, and its direct implementation began a year or two ago, then miscalculations in planning and organisation of work by state customers are obvious. "There are many gaps in planning, in underestimation of deadlines, in the fact that technological deadlines are not defined, and this leads to loss of time," he added.
Anatoly Nichkasov considers the lack of design documentation to be the main problem for construction workers involved by the customer in the implementation of projects. "As a rule, construction workers, starting work, have no idea about the facility. This is the main omission. For us, this is a lesson," he stressed.
When a private entity works and invests its own funds, it calculates every penny, and considers a day lost if a step in project implementation is not completed. The same should be done by state customers, the minister is convinced. Often, small construction organisations lacking proper experience are involved in project implementation. "When involving construction organisations, one must demand full accountability, so that every day of work yields results, but this is not happening," he stated. Interaction of state administration bodies to solve a common state task is also a guarantee of successful project implementation.
"The woodworking and construction industries have one task - to complete all works on the erection of buildings and installation of technological equipment within the deadlines set by the head of state. And it will be completed," Anatoly Nichkasov is convinced. -0-
