The document signing ceremony took place on the morning of November 15 (Minsk time) via video conference. The Belarusian side was represented at the ceremony by Vladimir Belevich, Chairman of the City Council of Deputies, Viktor Glushin, Deputy Chairman of the City Executive Committee, heads of Vitebsk district administrations, and representatives of the city executive committee and the education sector.
Nikolai Orlov spoke about the economic and social development of Vitebsk, and Vice Mayor Mr. Lin Ping about the city of Guiyang. The ceremony participants watched video presentations about the two cities. The parties expressed their desire to strengthen friendly ties and develop comprehensive cooperation. This is also guided by the policy of Belarusian-Chinese cooperation pursued by the leaders of the two countries – President of the Republic of Belarus Alexander Lukashenko and Chairman of the People's Republic of China, General Secretary of the CPC Central Committee Xi Jinping.
Nikolai Orlov assured Lin Ping that Vitebsk would always welcome visits from their Chinese friends and partners at any time convenient for them. Lin Ping emphasized that the signing of the document is a unique opportunity to expand contacts.
The heads of the cities signed the memorandum and, to the applause of the ceremony participants present in the studios, demonstrated it to each other.
