Audits and monitoring in April

In April, the Supervision and Prevention Sector of the Lepel District Department for Emergency Situations (ROChS) conducted a monitoring of the State Educational Institution "Lepel District Socio-Pedagogical Center" and an inspection of the Agricultural Production Unit "Prozhektor-agro".

During the supervision activities, it was established that the State Educational Institution "Lepel District Socio-Pedagogical Center" and the Agricultural Production Unit "Prozhektor-agro" do not fully comply with the requirements for ensuring safe evacuation in case of fire and general requirements for ensuring fire safety at the facility.

The following violations were identified at the Agricultural Production Unit "Prozhektor-agro":

- Stands with fire safety information are not organized in the administrative building, at the machine yard, at the livestock farms (MTF) in Velevshchina, Sloboda, Daliki, and the Svjaditsa farm.

- Employees responsible for fire safety of the economic entity, who are tasked with conducting fire safety briefings, operating heat-generating equipment, responsible for the preparation and/or execution of hot work, whose professional activities (work by position) are related to the storage, movement, use of flammable gases, flammable liquids, explosive dusts, flammable solids and materials, and who are involved in the harvesting of grain crops, procurement and storage of coarse fodder, are not trained according to the fire-technical minimum programs.

- Evacuation routes and emergency exits from the administrative building are not marked with fire safety signs as required by technical regulatory legal acts.

- Buildings and premises of the MTF in Daliki, MTF Sloboda, and MTF Velevshchina, Svjaditsa farm, the dispatcher's office building, and the machine yard buildings are not fully equipped with primary fire extinguishing means in accordance with the appendix to the instruction on the norms for equipping facilities with primary fire extinguishing means, approved by the Ministry of Emergency Situations Resolution No. 82 (Clause 53 of the General Technical Regulations on Fire Safety - OTPB).

- The door of the emergency exit on the first floor of the administrative building is not equipped with a lock that allows it to be opened freely from the inside without a key (Clause 48 of OTPB).

- The door to the stairwell on the second floor of the administrative building is not equipped with a self-closing device (Clause 49 of OTPB).

Violations identified at the State Educational Institution "Lepel District Socio-Pedagogical Center":

- The lock on the door located on the evacuation route (the door separating corridors) does not allow for its free opening from the inside without a key.

- On the evacuation routes (near the emergency exit), a floor level difference is permitted without the presence of 3 steps or a ramp with a slope not exceeding 1:6.

- The fire evacuation plan for people does not comply with the requirements.

- The operation of electrical light fixtures installed in the storage room is not ensured in accordance with their operating documentation (protective cap, diffuser are missing).

- 10% of the installed fire detectors at the facility are missing.

Evacuation drills for fire or other emergency situations have been conducted with staff, along with briefings on fire safety regulations. During the monitoring, presentations were made to work collectives. 36 people were briefed.

During the supervisory measures conducted in buildings equipped with a fire alarm system, in conjunction with representatives of UP "Polotsk Fire-Fighting Works Enterprise" RGOO "BDPO", a check was carried out to ascertain the system's serviceability and operability. No violations were identified during this work.

The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and the fire-fighting regime in their respective organizations.
