In May 2015, the State Fire Safety Inspectorate of the Lepel District Department for Emergency Situations, in accordance with the "Coordination Plan for Control (Supervisory) Activities for the 1st Half of 2015 in the Vitebsk Region," completed scheduled inspections of KUPSHP "Bobrovo," OAO "Ladosno," and the State Educational Institution "Social-Pedagogical Center of the Lepel District."

The state of fire safety at OAO "Ladosno" is a cause for concern. In violation of the requirements of Articles 14 and 17 of the Law of the Republic of Belarus of June 15, 1993, "On Fire Safety," the organization's management is failing to ensure fire safety and the fire safety regime. The regulations for the enterprise's structural divisions, as well as the job descriptions of their managers, do not include responsibilities for ensuring fire safety. The plans for the economic and social development of the enterprise do not provide for organizational and engineering-technical measures for fire safety. An analysis of the necessary funds for implementing fire safety measures has not been conducted, and sources of funding have not been identified. The activities of the voluntary fire brigades (DPD and PTK) established within the organization are formal in nature and do not influence the state of fire safety. During the inspection, documents confirming the work of voluntary fire brigades were not presented. Employee training on fire safety rules has not been organized. Work to prevent the formation of ignition sources in combustible environments is not being carried out in full (not all buildings are equipped with lightning protection, and instances of operating electrical equipment in violation of norms and rules have been identified). The fire protection system does not comply with the requirements of norms and rules (fire alarm systems, notification systems are absent, and primary fire extinguishing means are not available in full). The administration's activities to ensure the fire safety of buildings and structures do not comply with the requirements (instructions are missing: on the handling of hazardous substances and materials (fuel and lubricant storage, etc.), on compliance with the fire safety regime and the actions of people in case of fire; programs for fire-technical minimum and fire safety briefings have not been approved. Measures to implement previous directives from the State Fire Safety Inspectorate are not being fully taken; plans for eliminating identified violations are absent.
