A working group has been established in the Government of Belarus to debureaucratize the activities of state bodies and organizations and their relations with citizens and legal entities. This was reported to a BELTA correspondent by the press service of the government. The working group is headed by the Deputy Prime Minister of Belarus, Anatoly Tozik. The group also includes the Deputy Minister of Justice, Alla Bodak, and the Deputy Minister of Economy, Dmitry Golukhov. "Appeals received by the government indicate that excessive bureaucratic procedures hinder business initiative and do not allow economic entities to make prompt decisions, taking into account the market situation," the press service noted. "For citizens, such unnecessary procedures require additional expenditure of time and effort, which is perceived negatively in society." Excessive documentation within the system of state authorities slows down decision-making and leads to an increase in the timeframes for preparing normative legal acts. In some cases, established bureaucratic procedures lead to state administration bodies avoiding substantive resolution of issues within their direct competence, instead shifting responsibility for their adoption to a higher level. To eliminate unjustified document flow, optimize and simplify the decision-making mechanism within the executive authorities, as well as decisions in relations with citizens and legal entities, a special working group has been created in the government by the order of the Prime Minister. Among its main tasks are: reviewing information and proposals from citizens and legal entities on issues within the competence of the working group; organizing the preparation of proposals, including draft normative legal acts, on issues requiring government decision; and developing proposals for holding officials accountable for violations of the legislation on administrative procedures. To consider the most complex and comprehensive issues, specialists from republican state administration bodies and other state organizations subordinate to the government, as well as local executive and administrative bodies, will be involved in the group's work as needed.
