DECREE OF THE PRESIDENT OF THE REPUBLIC OF BELARUS
June 2, 2009 No. 277

On the Establishment of Official Heraldic Symbols of Administrative-Territorial and Territorial Units of the Vitebsk Region

In order to recreate historical and establish new official heraldic symbols of certain administrative-territorial and territorial units of the Republic of Belarus, I hereby decree:

  1. To establish official heraldic symbols of the following administrative-territorial and territorial units of the Vitebsk Region:

    coats of arms and flags of the Vitebsk Region, Lepel city, Bogushevsk urban settlement of Sennensky District, Perebrodye village of Miorsky District;

    flags of Senno city and Sennensky District, Disna city, Miory city, Novolukoml city, Postavy city, Chashniki city, Rossony urban settlement.

  2. To approve the attached:

    Regulations on the Coat of Arms of the Vitebsk Region, its description and image;
    Regulations on the Flag of the Vitebsk Region, its description and image;
    Regulations on the Coat of Arms of Lepel city, its description and image;
    Regulations on the Flag of Lepel city, its description and image;
    Regulations on the Coat of Arms of Bogushevsk urban settlement of Sennensky District, its description and image;
    Regulations on the Flag of Bogushevsk urban settlement of Sennensky District, its description and image;
    Regulations on the Coat of Arms of Perebrodye village of Miorsky District, its description and image;
    Regulations on the Flag of Perebrodye village of Miorsky District, its description and image;
    Regulations on the Flag of Senno city and Sennensky District, its description and image;
    Regulations on the Flag of Disna city, its description and image;
    Regulations on the Flag of Miory city, its description and image;
    Regulations on the Flag of Novolukoml city, its description and image;
    Regulations on the Flag of Postavy city, its description and image;
    Regulations on the Flag of Chashniki city, its description and image;
    Regulations on the Flag of Rossony urban settlement, its description and image.

  3. Amend the Decree of the President of the Republic of Belarus of February 9, 2004 No. 60 "On the Establishment of Official Heraldic Symbols of the Administrative-Territorial Units of the Vitebsk Region" (National Legal Register of the Republic of Belarus, 2004, No. 26, 1/5305) as follows:

    3.1. The Regulation on the Coat of Arms of the City of Vitebsk, its description and image, approved by this Decree, shall be set forth in a new version (attached);

    3.2. the second sentence of the second part of clause 2 of the Regulation on the Flag of the City of Vitebsk, approved by this Decree, shall be set forth in the following version: "When the State Flag of the Republic of Belarus, the flag of the City of Vitebsk and other flags are placed simultaneously, their arrangement shall be determined in accordance with the Law of the Republic of Belarus of July 5, 2004 "On State Symbols of the Republic of Belarus" (National Legal Register of the Republic of Belarus, 2004, No. 111, 2/1050).";

    3.3. the description and image of the flag of the City of Vitebsk, approved by this Decree, shall be set forth in a new version (attached).

  4. This Decree shall enter into force on the date of its signing.

REGULATION
on the Coat of Arms of the City of Lepel

  1. The Coat of Arms of the City of Lepel is its official heraldic symbol.

    The Coat of Arms of the City of Lepel is the property of Lepel District, the right to dispose of which is held by the Lepel District Executive Committee.

  2. The image of the Coat of Arms of the City of Lepel shall be placed on the buildings housing the local government and self-government bodies of the City of Lepel and Lepel District, as well as in the meeting rooms of these bodies and the official offices of their heads.

    The image of the Coat of Arms of the City of Lepel may be placed in those places of the City of Lepel and Lepel District where the placement of the image of the State Coat of Arms of the Republic of Belarus is provided for by law. When the State Coat of Arms of the Republic of Belarus, the Coat of Arms of the City of Lepel and other coats of arms are placed simultaneously, their arrangement shall be determined in accordance with the Law of the Republic of Belarus of July 5, 2004 "On State Symbols of the Republic of Belarus" (National Legal Register of the Republic of Belarus, 2004, No. 111, 2/1050).

    The image of the coat of arms of the city of Lepel may also be used during state holidays and public holidays, ceremonial events held by state bodies and other organizations, folk, labour, family holidays and events dedicated to memorable dates.

  3. The right to use the image of the coat of arms of the city of Lepel in cases not specified in clause 2 of this Regulation may be granted by a decision of the Lepel District Executive Committee.

Description of the coat of arms of the city of Lepel
The coat of arms of the city of Lepel is a French shield, in a red field of which there is a silver horseman in armour, holding a sword in his right hand above his head, and in his left hand a shield with a six-pointed cross. The coat of arms is crowned with a golden city crown with three battlements.

  3. The right to use the flag of the city of Lepel in cases not specified in paragraph 2 of this Regulation may be granted by a decision of the Lepel District Executive Committee.

Description of the flag of the city of Lepel
The flag of the city of Lepel is a red rectangular cloth with an aspect ratio of 1:2, with a yellow stripe with three teeth in the upper part of the obverse, and below in the center – a silver horseman in armour, holding a sword in his right hand above his head, and a shield with a six-pointed cross in his left hand.
