With the aim of attracting the attention of broad sections of the population to the problems of domestic violence, explaining to citizens the necessity of assisting state bodies in minimising the consequences of offences committed on this basis, and explaining the provisions of the Law of the Republic of Belarus of 4 January 2014 "On the Fundamentals of Prevention of Offences", the **republican preventive campaign "A Home Without Violence!"** is being held in the Lepel district **from 13 to 24 April 2020.**
Objective: to involve broad sections of the population in providing assistance and support to state bodies in resolving the problems of domestic violence, applying individual preventive measures against persons with anti-social behaviour.
Tasks:
1. To disseminate information on the capabilities of state bodies and public associations in resolving the problems of domestic violence, and the provisions of the Law of the Republic of Belarus of 4 January 2014 "On the Fundamentals of Prevention of Offences".
2. To take preventive measures against persons who have committed domestic violence.
As part of this event, specialists from the ministries of internal affairs, labour and social protection, housing and communal services, information, education, healthcare, culture, as well as various organisations and public associations inform citizens about the legal norms in force in this area; the assistance provided to victims of violence; and the operation of helplines and "hotlines".
The "A Home Without Violence" campaign was first held in April 2013 and has already received a positive response from all interested state bodies. Its annual holding is included in the National Action Plan for Gender Equality in the Republic of Belarus for 2011–2015, approved by the Council of Ministers.
Furthermore, **since 16 April 2014, the new Law of the Republic of Belarus "On the Fundamentals of Prevention of Offences" has entered into force.** It should be noted that this is not an amendment to an existing Law, but a completely new Law.
Innovations include:
- optimisation of preventive registration;
- changes to a number of obligations for persons subject to prevention;
- adoption of a number of
new measures to prevent domestic violence, primarily – protective orders;- concentration in the preventive work carried out of the main focus is concentrated on conducting practical measures with citizens who systematically commit offenses in the "domestic" sphere and while intoxicated.
It should be noted that the Lepel District Department of Internal Affairs regularly conducts comprehensive measures to prevent antisocial behavior of citizens in family and domestic relations.
In order to prevent serious consequences of family and domestic conflicts, this year alone, one preventive campaign has been carried out, aimed at preventing offenses in family and domestic relations, 1 criminal case of a preventive nature has been initiated against persons violating the rights of other family members. Of these, 1 – for intentional infliction of minor bodily harm, 12 persons abusing alcoholic beverages have been sent to the LTP.
