In January-March 2020, 12 road traffic accidents (10 in January-March 2019) were caused by motorcyclists, in which 2 people died (at the same level as last year) and 11 (+2) received injuries of varying severity.
The problem of the insufficient level of discipline among motorcyclists remains relevant, which, against the backdrop of an increase in the number of registered motor vehicles in the republic, is often a contributing factor in road traffic accidents.
In order to increase the effectiveness of the internal affairs bodies in preventing road traffic accidents involving motor vehicles, promoting road traffic safety when operating motorcycles and mopeds, forming mutually respectful relations between road users, and suppressing hooligan actions by motorcyclists, from April 24 to May 4, 2020, a republican preventive campaign to prevent road traffic accidents involving motor vehicles "Open the season without violations!" is being held.
A motorcyclist on the road is more vulnerable than a car driver, so any careless actions behind the wheel lead to serious injuries. The State Automobile Inspectorate constantly reminds the owners of two-wheeled steeds of this, urging them to comply with the Traffic Regulations. However, unfortunately, not everyone listens. Quite rarely, people of mature age become participants in road traffic accidents; usually, it is young people. And it is understandable, because, for example, a motorcycle is a vehicle that primarily attracts with its lightness, power, and speed. Naturally, young people cannot help but like this. It is here that a false sense arises that this light, maneuverable equipment is completely under their control. This is precisely where the danger lies. In fact, it only seems at first glance that controlling a motorcycle is not difficult. However, it requires considerable experience, the ability to anticipate and predict the road situation, and simply the presence of basic driving skills. And this is often what young people lack. Although what can be said if such "daredevils" have never even seen the Traffic Regulations.
The most common violations among motorcyclists are—
speeding, absence of a driving license
of the appropriate category. In addition, daredevils on motorcycles sometimes do not
stop when requested by law enforcement officers. But gradually, such precedents
are becoming fewer. Previously, enthusiasts of riding with the wind knew that patrol
cars would not pursue them, prioritizing safety: one wrong
move at high speed on a busy road, and not only the rider, but also people nearby could be killed. As a rule, accidents involving drivers
of two-wheeled vehicles occur in the evening and at night and are their fault
(and again, the main reason is gross disregard for the Traffic Regulations).
However, today traffic police officers have effective methods
to bring offenders to justice. For example, recording violations by bikers
on dashcams, using powerful service motorcycles. A daredevil
who tried to escape pursuit will have their vehicle confiscated. But
there are only a few who are willing to take such a risk and be left without their two-wheeled friend for a dose
of adrenaline. Most motorcyclists comply with the rules: they register
their vehicles with the traffic police and insure them, and do not remove the license plates.
The Traffic Regulations,
specifically clause 9.5, obliges both the driver and the passenger when riding a motorcycle or moped to wear a fastened motorcycle helmet and not to carry passengers without a fastened helmet (the use of a motorcycle helmet
is mandatory, as it reduces the number of severe and fatal head injuries by 45%). Clause 166 stipulates that during daylight hours, the low beam headlights or daytime running lights (if available) must be switched on for motorcycles and mopeds, and clause 181.5 prohibits carrying children under 12 years of age on the rear seat of a motorcycle or moped.
When operating a motorcycle, one must be attentive and prudent, and skillfully and thoughtfully use its speed capabilities.
Motorcycles, mopeds, and scooters must be registered,
have passed technical inspection, and be insured in the prescribed manner, and the driver must possess the appropriate driving license category for operating such a vehicle.
For violations of the Traffic Regulations, the following administrative
liability is provided:
- untimely
registration or failure to present a motorcycle for state technical inspection without a valid reason shall result in a warning or a fine of 1 to 3 basic units;
- violation
- violation of the rules for the use of external lighting devices shall incur a warning or a fine of up to 2 basic units;
- violation of the rules for the use of motorcycle helmets shall incur a warning or a fine of up to 1 basic unit;
- violation of the rules for carrying passengers shall incur a warning or a fine of up to 4 basic units;
- repeated violation of the aforementioned Rules shall double the minimum fines;
- driving a motorcycle while intoxicated, or transferring control to an intoxicated person, shall incur a fine of 50 to 100 basic units, with deprivation of the right to drive vehicles for a period of 3 years.
- driving a motorcycle by a person who does not have the right to drive this vehicle, as well as transferring control to a person who does not have the right to drive, shall incur a fine of 5 to 20 basic units, and upon repeated offense within a year – from 20 to 50 basic units or administrative arrest.
To obtain a driver's license for the right to operate a motorcycle of the relevant category, you must contact the MRREO GAI of the Lepel District Department of Internal Affairs (tel. 3-36-08). One of the conditions for obtaining a driver's license is reaching the age of 16. As of April 20, 2020, to obtain a driver's license for the right to operate a moped, it is necessary to pay 54 rubles for the blank of such a license, and 8 rubles 10 kopecks for passing traffic rules on a computer. For citizens wishing to drive motorcycles, an additional procedure for passing the driving test on a motorcycle is required. The cost of this test is 18 rubles 90 kopecks. For the registration of all types of "iron horses", it is necessary to pay 57 rubles 24 kopecks.
After purchasing a motorcycle, do not even think about getting on it and driving immediately. Remember that training should take place not in the city center, but in deserted places.
Before getting on your "iron horse", put on all the necessary equipment. Remember that it is no harder to break your head than to scrape your arms and legs to the bone. Equipment is necessary not only for beginners, but also for those motorcyclists who have considerable experience.
Do not start riding on the streets until you learn to control a motorcycle without unnecessary fuss, excitement, and fear.
