Republican preventive campaign "A House Without Violence!"

With the aim of drawing the attention of the general public to the problems of domestic violence and family dysfunction, explaining to citizens the necessity of assisting state bodies in minimizing the consequences of offenses committed on this basis, and clarifying the provisions of the Law of the Republic of Belarus of January 4, 2014 No. 122-Z, as amended by the Law of January 4, 2022 No. 151-Z "On the Fundamentals of Crime Prevention Activities", the main stage of the republican preventive campaign "A Home Without Violence!" will be held in the Lepel district from May 11 to May 17, 2026.

As part of this event, employees of the internal affairs bodies of the Lepel District Executive Committee and specialists from the Department of Labor, Employment and Social Protection, the Department of Education, the State Healthcare Institution "Lepel Central District Hospital", as well as various organizations and public associations will inform citizens about the legal norms in force in this area, the assistance provided to victims of violence, and the operation of helplines.
The "A Home Without Violence!" campaign was first held in April 2013 and over the years has received positive feedback from all interested parties involved in crime prevention.
From July 12, 2022, amendments and additions to the Law of the Republic of Belarus "On the Fundamentals of Crime Prevention Activities" came into force. The main change, which allows for timely preventive measures to be taken against domestic abusers, is the registration of the aggressor after the first administrative offense for committing an offense in the sphere of family and domestic relations. As of today, 99 individuals who have been held administratively liable for offenses in the sphere of family and domestic relations are registered with the Lepel District Department of Internal Affairs.
It is also worth noting the special role of the protective order procedure, which allows for the isolation of the victim from the offender for up to 30 days from the moment domestic violence occurs. In 2025, 78 protective orders were issued, of which 10 cases involved violations of the requirements of the protective order, for which citizens were held administratively liable under Part 2 of Article 10.1 of the Code of Administrative Offenses of the Republic of Belarus. In the current year, 33 protective orders have been issued, and in 2 cases, violations were detected, for which the citizens who violated them were also held administratively liable.

It should be noted that the Lepel District Department of Internal Affairs regularly conducts comprehensive measures to prevent unlawful behavior of citizens in family and domestic relations.
In 2025, the Department of Internal Affairs of the Lepel District Executive Committee received 261 reports of domestic violence. 2 criminal cases were initiated under criminal code articles of a preventive nature (causing minor bodily harm, threat of murder), and all individuals were convicted. In the current year, 77 reports were received, of which criminal cases of a preventive nature were initiated for three incidents.
