On November 25, Vitebsk / Diana Kurilo - BELTA /. Recidivist crime in the Vitebsk region over 10 months of the current year decreased by 20.5% compared to the same period last year, the prosecutor of the Vitebsk region Gennady Dysko told a BELTA correspondent.
In accordance with the state program to combat crime and corruption in the Vitebsk region, a number of organizational measures were taken this year to improve the effectiveness of correctional institutions, district inspector services, and specialized law enforcement units for recidivism prevention. The leadership of the regional prosecutor's office and city/district prosecutors regularly participated in the work of supervisory commissions, as well as councils of public order points, where the causes of anti-social behavior of previously convicted persons were considered, and mechanisms for providing them with real assistance in employment and solving other socio-economic problems were determined. Thanks to the measures taken, it was possible to significantly reduce the number of crimes committed by previously convicted persons, however, the problem of their social rehabilitation remains.
Monitoring of the operational situation in the region showed that almost half of all crimes (45.3%) are committed by persons with a criminal record. An increase in recidivist crime is noted in Dokshytsy, Miory, and Chashniki districts. The prosecutor noted that work on social and labor rehabilitation of citizens released from correctional institutions is not organized in all districts, and measures to stimulate enterprises creating jobs for them have not been developed. Supervisory commissions established at executive committees in Braslav, Vitebsk, Verkhnedvinsk, Dubrovno, Liozno, Polotsk, Gorodok, Chashniki districts, Zheleznodorozhny district of Vitebsk and the city of Polotsk have not developed a system for monitoring the behavior of persons whom the commissions have assisted in employment and household arrangements.
In the Vitebsk region, 12,911 crimes were registered in 10 months, which is 13% less than a year ago. The crime rate per 10,000 population was 105.3, which is below the national average. -0-
