The Lepel Interdistrict Inspectorate reminds that Article 53 of the Water Code of the Republic of Belarus states:
1. Within the boundaries of water protection zones, unless otherwise established by the President of the Republic of Belarus, the following are prohibited:
1.1. the application (introduction) of chemical plant protection products and mineral fertilizers using aviation;
1.2. the construction, operation, reconstruction, major overhaul of waste disposal facilities, waste neutralization facilities, waste storage facilities (except for authorised temporary waste storage sites that preclude the possibility of waste entering surface and groundwater);
1.3. the construction, operation, reconstruction, major overhaul of storage facilities and (or) disposal facilities for chemical plant protection products;
1.4. the storage of snow containing sand-salt mixtures and de-icing agents;
1.5. the placement of sewage irrigation fields, cemeteries, animal burial sites, filtration fields, sludge and slurry sites (except for sites that are part of wastewater treatment facilities with complete biological treatment and water intake facilities, provided that water protection measures stipulated by the design documentation are carried out at such sites);
1.6. the washing of transport and other technical means;
1.7. the establishment of summer camps for agricultural animals (organised sites for keeping agricultural animals under a grazing system);
1.8. logging, removal, transplantation of flora without forest management projects, design documentation approved in the manner prescribed by law, without a logging permit, order, or permission from the local executive and administrative body, except for cases provided for by legislation on the use, protection, defence and reproduction of forests, on the protection and use of flora, on transport, on the State Border of the Republic of Belarus.
2. Within the boundaries of water protection zones, the construction, operation, reconstruction, and major overhaul of facilities not specified in sub-paragraphs 1.2–1.5 of paragraph 1 of this Article are permitted, provided that
carrying out water protection measures provided for by the design documentation.
3. Existing settlements, industrial, agricultural and other facilities located within the territory of water protection zones shall be improved, equipped with a centralized sewage system or waterproof cesspools, and other devices ensuring the prevention of water pollution and silting, with organized access for the removal of the contents of these devices, and storm sewage systems.
Livestock farms and complexes located within the territory of water protection zones shall be equipped with waterproof manure storage facilities and slurry collectors, and other devices and structures ensuring the prevention of water pollution and silting, with organized access for the removal of the contents of these devices and structures.
4. Improvement works in water protection zones, restoration of landscaping elements and placement of small architectural forms in water protection zones shall be carried out in accordance with the legislation on architectural, town-planning and construction activities, and on land protection and use.
5. Other prohibitions and restrictions on economic and other activities in water protection zones may be established by legislative acts.
Citizens, as well as legal entities that have violated the Water Code, shall be held liable in accordance with the legislative acts of the Republic of Belarus.
