3 April, Moscow /Eduard Pivovar - BELTA/. Russia has ratified the intergovernmental Belarusian-Russian agreement on the implementation of transport control on the external border of the Union State. The law on this, previously adopted by both houses of the Russian parliament, was signed by Russian President Dmitry Medvedev, BELTA correspondent was informed at the Kremlin press service.
This agreement was signed in Minsk on October 5, 2010. The agreement was ratified by the Belarusian side in June last year.
The purpose of the agreement is to simplify the movement of goods and vehicles within the Union State, as well as to coordinate the transport (road) control bodies of the two countries when carrying out international road transportations both within Russia and within Belarus. The implementation of the document will create conditions for transferring transport control from the Russian-Belarusian border to the external border of the Union State. In addition, a legal basis is being created for organizing information exchange between the transport (road) control bodies of Belarus and Russia.
The application of the agreement will eliminate duplication of control operations for compliance with international road transportations, reduce the time for its implementation, and ensure joint protection of national markets for international road transport services, and compliance by foreign carriers with national permit systems.
The agreement also introduces the concepts of "external border of the Union State," "internal border," and "weight and dimensional parameters of a vehicle." It is envisaged that vehicles traveling to the state of one party through the territory of the state of the other party shall be subject to transport (road) control at control points located on the external border of the Union State, in accordance with the legislation of the state of the party through the territory of which the said vehicles are traveling. -0-
