The inspection of populated areas and adjacent roads will be carried out, aimed at preventing and suppressing violations of the Traffic Rules by cyclists, persons using personal mobility devices (PMDs), and moped riders.


Cycling must be carried out on a cycle path, and in its absence, on the shoulder or pedestrian path, without creating obstacles to the safe movement of pedestrians. In the absence of these road elements or the impossibility of moving on them, cyclists are allowed to move on the roadway in a single line no further than 1 meter from its right edge.

In this case:

- moving further than 1 meter from the right edge of the roadway is permitted only for bypassing an obstacle and, in permitted cases, for turning left or making a U-turn; - columns of cyclists moving on the roadway must be divided into groups of no more than 10 cyclists. The distance between groups must be at least 100 meters; - if there is a horizontal road marking line 1.2 on the roadway, indicating its edge, this line must be located to the left of the cyclist.

Cycling on the roadway, regardless of the presence of a cycle path, shoulder, pavement, or pedestrian path, may be carried out:

- in a zone with a limited maximum speed, no further than 1 meter from its right edge in a single line; - during educational and training processes, if accompanied by a support vehicle. In this case, cyclists are allowed to move in two lines, but no more than 10 cyclists per group.

When moving on a road during darkness and/or in conditions of poor visibility, a bicycle or moped must have the following lights switched on: a headlight (lamp) emitting white light at the front, and a taillight emitting red light at the rear. Outside populated areas, cyclists must wear high-visibility clothing with reflective elements (unless cycling on a cycle path). Cyclists are obliged to cross the roadway at a cycle crossing or cycle path, and in their absence, at a pedestrian crossing, at an intersection along the line of pavements or shoulders, without creating obstacles for pedestrians.

When crossing the roadway, a cyclist is permitted not to dismount.

When moving on unregulated pedestrian crossings, bicycle crossings, and regulated pedestrian crossings, bicycle crossings with a permissive signal from a traffic controller or traffic light for both drivers and cyclists simultaneously, the cyclist has priority over other vehicles.

When crossing the roadway at an intersection via a cycle path, along the line of pavements or verges, the cyclist must be guided by the requirements of traffic lights or a traffic controller for vehicles, and at an unregulated intersection, by the rules for crossing unregulated intersections and priority road signs. When approaching an intersection with the roadway, the cyclist must reduce speed in advance and, having ensured that entering the roadway is safe, cross it at the speed of a pedestrian walking.

Moped movement must be carried out on the roadway no further than 1 meter from its right edge. In this case, moving further than 1 meter from its right edge is permitted only for overtaking an obstacle and, in permitted cases, for turning left or making a U-turn, as well as in cases where the traffic lane is intended only for turning right.

Cyclists and moped riders are prohibited from:

- using technically faulty bicycles and mopeds, as well as those equipped in violation of established requirements; - moving on the roadway, carrying passengers, except for cases of carrying children under seven years of age on a bicycle in a bicycle helmet on an additional specially equipped seat that secures the child's legs, or when passenger transportation is provided for by the moped's design; - carrying cargo that protrudes more than 0.5 meters in length or width beyond the dimensions of the vehicle, as well as cargo that interferes with the control of this vehicle.

Bicycle riders are prohibited from:

- before reaching the age of fourteen, riding a bicycle on the road without the accompaniment of an adult (except for pedestrian and residential zones, pavements, cycle paths and pedestrian paths); - turning left or making a U-turn on a road with a tram track, and on a road with more than one lane for traffic in the given direction.

Moped riders are prohibited from riding on pavements, cycle paths and pedestrian paths, and bridle paths.

Towing a bicycle and by bicycle is prohibited, except for a bicycle trailer of industrial production.
