An analysis of the effectiveness of road safety measures in the current year indicates an increase in road traffic accidents (hereinafter referred to as RTAs) involving pedestrians (from 12 to 21, an increase of 9 or 75.0%), as well as the severity of their consequences, such as fatalities (from 4 to 9, an increase of 5 or 125.0%) and injuries (from 9 to 13, an increase of 4 or 44.4%).
An analysis of the effectiveness of road safety measures in the current year indicates an increase in road traffic accidents (hereinafter referred to as RTAs) involving pedestrians (from 12 to 21, an increase of 9 or 75.0%), as well as the severity of their consequences, such as fatalities (from 4 to 9, an increase of 5 or 125.0%) and injuries (from 9 to 13, an increase of 4 or 44.4%).
86.0% (18 out of 21) of RTAs involving pedestrians occurred during hours of darkness, resulting in 8 fatalities and 11 injured pedestrians. Furthermore, 3 pedestrians were intoxicated.
Additionally, 76.2% (16 out of 21) of RTAs of this type were caused by pedestrian negligence, resulting in 7 fatalities and 10 injured vulnerable road users.
On 05.01.2018, at approximately 23:50, driver Duda Pavel Nikolaevich, born 08.12.1996, residing at: Lepel, Zelenaya St., 6, apt. 5, driving a Volvo 850 vehicle, registration plate 3131AT-2, travelling on the 154th km of the Minsk-Vitebsk highway, from Lepel towards Minsk, struck a pedestrian, Yevtushevskaya Liliya Vasilievna, born 29.10.1976, who was crossing the roadway from left to right in the direction of the vehicle's travel. The pedestrian was unemployed and intoxicated (2%). As a result of the RTA, Yevtushevskaya L.V. died at the scene from her injuries.
Currently, the "driver-pedestrian" issue has essentially transformed into a problem of universal human relations.
Pedestrian collisions in urban areas often occur when pedestrians are walking on the roadway. In such situations, drivers must exercise extreme caution and attentiveness when driving in the rightmost lane. Reducing speed and being prepared for emergency braking are the only guarantees to prevent striking a pedestrian. The State Automobile Inspectorate of the entire Republic has been conducting intensive preventive work for several years, aimed at encouraging pedestrians to use reflective elements. However, despite all efforts, collisions with pedestrians and cyclists not equipped with reflective elements remain the primary cause of fatalities.
Another conflict that frequently arises between drivers and pedestrians is the failure of drivers to yield to pedestrians and cyclists in designated areas, which in practice rarely happens. In adverse weather conditions, when pedestrians are in a hurry to take shelter from frost, wind, snow, or rain, they tend to neglect road safety. A raised collar, a low-pulled hat, or an umbrella can restrict their field of vision and prevent them from correctly assessing the traffic situation.
In addition to the right of way at unregulated pedestrian crossings, pedestrians also have responsibilities, which they often forget. Before stepping onto the roadway, a pedestrian must ensure that it is safe to do so and that their actions will not impede the movement of vehicles.
