Despite a decrease in the number of road traffic accidents caused by drunk drivers this year compared to the same period in 2018, the problem of driving vehicles by persons under the influence of alcohol or drugs remains relevant, as evidenced by incidents registered this year.
Incidents committed by drivers under the influence are characterised by a high degree of severity of consequences and also cause significant public outcry.
A state of alcoholic intoxication is considered to be the presence of absolute ethyl alcohol in the blood or exhaled air at a concentration of 0.3 per mille or more, or the presence of absolute ethyl alcohol vapours at a concentration of 150 micrograms or more per litre of exhaled air.
Along with drunk driving, the following are subject to the same punishment:
- driving a vehicle under the influence of narcotic drugs, psychotropic substances, their analogues, toxic or other stupefying substances.
- transferring control of a vehicle to a person who is under the influence of alcohol or drugs.
- refusal to undergo testing (examination) to determine the state of alcoholic intoxication or a state caused by drugs.
The fine amount is established based on the basic unit and ranges from 50 to 100 basic units. In addition to the fine, deprivation of the right to drive a vehicle is provided, and for a person who does not have the right to drive, deprivation of the right to engage in activities related to driving vehicles for a period of 3 years.
Also punishable is the consumption by a driver of alcoholic, low-alcohol beverages or beer, drugs, after being signalled to stop the vehicle by an internal affairs officer or after being involved in a road traffic accident, prior to undergoing testing (examination) to determine the state of alcoholic intoxication or a state caused by drugs.
Repeated driving of a vehicle under the influence of alcohol within 1 year entails criminal liability. In this case, the vehicle is subject to confiscation.
As of 20.09.2019, officers of the Department of State Automobile Inspectorate of Lepel District Department of Internal Affairs have suppressed 78 instances of drivers operating vehicles while intoxicated, of which 5 were repeat offences.but within the year.
In order to organize the effectiveness of work on ensuring road traffic safety, as part of the events of the road traffic safety month from September 23 to 29, 2019, a set of measures will be carried out aimed at preventing and suppressing instances of driving vehicles by persons in a state of intoxication.
