The leaders of the five countries – Armenia, Belarus, Kazakhstan, Kyrgyzstan, and Russia – will first discuss agenda items in a restricted format. Then, in an expanded format, they will be joined by the President of Moldova, Igor Dodon, as the head of the observer state at the EAEU.
From the Belarusian side, the meeting is also attended by Deputy Prime Minister Igor Petrishenko, the leadership of the Ministries of Antimonopoly Regulation and Trade, Foreign Affairs, Transport and Communications, Finance, Economy, and Energy. In addition, the Ambassador of Belarus to Russia, Vladimir Semashko, who is at the embassy studio, will participate in the summit.
The agenda includes 10 items, including the main guidelines for the macroeconomic policy of the EAEU member states for 2020-2021, the implementation of the main directions of the EAEU's international activities in 2019, and the ECE's annual report on the state of competition in cross-border markets and measures taken to suppress violations of common competition rules therein for 2019.
It is expected that the Supreme Eurasian Economic Council will approve the strategic directions for the development of Eurasian integration until 2025.
Members of the Supreme Eurasian Economic Council will consider the implementation of a program for the phased liberalization of the performance of road freight transport between points located in the territory of another EAEU state by carriers registered in the territory of one of the union states.
The agenda also includes a protocol on amendments to the Treaty on the EAEU concerning the clarification of the mechanism for forming the ECE staff.
