Those who attended the commission meeting today are unemployed individuals of working age. They subsist on casual earnings. During the berry and mushroom season, they live off selling forest produce. Or "friends" buy them drinks. Spending their relatives' or acquaintances' pensions (benefits) is a common practice for them.

There are plenty of vacancies in the district with decent salaries. But one must work! Unfortunately, there is a category of citizens who have not worked, do not work, and do not intend to work. Different measures of influence must be applied to these individuals. There should be no "idlers"! The state and local authorities will help those who want to work!...

All citizens have been notified of the consequences of labour inactivity and the provision of assistance in employment.
