In April, the Supervision and Prevention Sector of the Lepel District Department for Emergency Situations conducted selective inspections.

Supervisory measures have established that the healthcare institution "Lepel Central District Hospital" and the state cultural institution "Lepel District House of Culture" are not fully complying with the requirements for ensuring safe evacuation in case of fire, and general requirements for ensuring fire safety at the facility.

The following violations were identified at the state cultural institution "Lepel District House of Culture":

in the building of the "Stai Rural House of Culture" branch at: Lepel district, ag. Stai, Lepelskaya str., 10B:

- the door on the evacuation route (tambour door at the central evacuation exit, duplicate door at the secondary external evacuation exit) does not open in the direction of exit from the building

in the building of the "Yurkovshchina Rural Club" branch at: Lepel district, d. Yurkovshchina, Zakhodnyaya str., 1:

- locks on doors located on evacuation routes (external evacuation door, door from a room with mass occupancy (concert hall)) are not ensured to be freely opened from the inside without a key;

- obstruction of a door on the evacuation route (external evacuation door from the concert hall) has been permitted;

- the evacuation exit from the dance hall is not marked with fire safety signs as required by technical regulatory legal acts;

 

in the building of the "Sloboda Centre of Culture and Leisure" branch at: Lepel district, ag. Sloboda, Molodezhnaya str., 27a on 23.04.2025:

- a fire evacuation plan has not been developed in accordance with Appendix 2 of the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 21.12.2021 No. 82 "On Ensuring Fire Safety" (hereinafter referred to as Resolution of the MES No. 82) (a non-existent secondary evacuation exit is indicated on the evacuation plan);

in the building of the "Sloboda Centre of Culture and Leisure" branch at: Lepel district, ag. Sloboda, Molodezhnaya str., 27a:

- the operability and serviceability of fire protection means are not ensured (the door on the first floor of the stairwell is not equipped with a self-closing device);

- the constant readiness for use of fire protection means is not ensured (the locations of manual fire detectors are not marked with signs in accordance with the requirements of GOST 12.4.026-2015;

in the building of the "Slobodskoy Culture and Leisure Centre" branch at the address: Lepel district, ag. Sloboda, Molodezhnaya St., 27a:

- the door on the evacuation route (the door on the first floor of the stairwell) opens not in the direction of exit from the building;

in the building of the "Kamensky Rural House of Culture" branch at the address: Lepel district, ag. Kamen, Leningradskaya St., 25V:

- locks on doors located on evacuation routes (exterior evacuation door, door from a room with a large number of people (concert hall)) are not ensured to be freely opened from the inside without a key;

- the operability and proper condition of fire water supply facilities are not ensured (fire hydrants are out of order);

in the building of the "Starolyadnenksy Rural House of Culture" branch at the address: Lepel district, ag. Staroye Lyadno, Tsentralnaya St., 20:

- the door on the evacuation route (duplicate doors of external evacuation exits, the door of the stairwell on the first floor) opens not in the direction of exit from the building;

in the building of the "Borovsky Culture and Leisure Centre" branch at the address: Lepel district, d. Borovka, 8A:

- the operability and proper condition of fire water supply facilities are not ensured (fire hydrant on the 3rd floor is out of order;

- the operability and proper condition of fire protection facilities are not ensured (maintenance of the fire alarm system and the system for alerting and managing the evacuation of people in case of fire are not ensured);

- the operability and proper condition of fire protection facilities- a general fire safety instruction has not been developed in accordance with the requirements of Appendix 1 to the Resolution of the Ministry of Emergency Situations No. 82 (the section on the general characteristics of the fire hazard of the facility incorrectly indicates the functional fire hazard class of the facility; the following sections are missing: section on the procedure for organising evacuation drills for people in case of fire; section on the procedure, storage norms and transportation of substances and materials, taking into account their aggregate state, storage compatibility, as well as the homogeneity of extinguishing agents; section on the procedure and frequency of cleaning chimneys (ducts) for the "Zaborovsky Rural Club" branch; section on the duties and actions of employees to ensure the safe evacuation of people in case of fire; section on the responsibility of employees for violating fire safety requirements; section on the smoking regime for smoking tobacco products);

- combustible materials have been placed under the march of an evacuation stairwell;

- the operability and proper condition of fire water supply facilities are not ensured (fire hydrants are out of order);

- the operability and proper condition of fire protection facilities are not ensured (on the second floor, the door from the classroom to the stairwell is not equipped with a self-closing device).

At Lepel Central District Hospital:

In the polyclinic building of Lepel Central District Hospital at the address: Lepel, Gospitalnaya St., 2, the operability and proper condition of fire protection facilities are not ensured (doors leading to the 1st-floor stairwell from the basement, from the maternity ward are not equipped with self-closing devices);

in the building of the Gorki paramedic and obstetric station at the address: Lepel district, Gorki agro-town, Tsentralnaya St., 49A, locks on doors located on evacuation routes (external evacuation doors) are not ensured to be freely opened from the inside without a key.

During the monitoring, in buildings with a fire alarm system, a check of the system's operability and proper condition was carried out together with representatives of UP "Polotsk Fire Protection Works" RGOO "BDPO". No violations were detected during the work.

During the inspections, presentations were held in work collectives. 70 people were instructed.

The Ministry of Emergency Situations reminds that in accordance with Art. 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention regulations in their respective organizations.
