The following violations have been identified at KUPSHP "Lepelskoe":
Employees (operating heat-generating appliances; responsible for the preparation and execution of hot work; performers of hot work; engaged in cleaning, harvesting, processing, and storage of grain and leguminous crops and coarse fodder; assigned responsibilities for conducting fire safety briefings) have not undergone training according to the fire-technical minimum programs, as defined in clause 15 of the "Instructions on the procedure for training employees on fire safety issues and verifying their knowledge in this area," approved by the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 21.12.2021 No. 82 "On ensuring fire safety" (hereinafter referred to as Resolution of the MES No. 82) (clause 3.1 of the "General fire safety requirements for the maintenance and operation of capital structures (buildings, structures), isolated premises, and other facilities owned by business entities," approved by the Decree of the President of the Republic of Belarus dated 23.11.2017 No. 7 (hereinafter referred to as GFPS)).
A facility-wide fire safety instruction, compliant with the requirements of Appendix 1 of Resolution of the MES No. 82, has not been developed (clause 7 GFPS).
Fire safety briefings and employee training on fire safety measures are not being conducted (clause 3.1 GFPS, clause 12 of the Instructions on the procedure for training employees on fire safety issues and verifying their knowledge in this area, approved by Resolution of the MES No. 82).
Fire extinguishing equipment (fire extinguishers) is not maintained in a functional and serviceable condition (no pressure) (clause 3.1 GFPS).
Locks on doors located on evacuation routes (external evacuation doors) are not secured to allow for free opening from the inside without a key (clause 48 GFPS).
Premises are not equipped with the required quantity of primary fire extinguishing agents (clause 53 GFPS, clause 2 of the Appendix to the Instructions on

Evacuation plans for fire or other emergency situations have been practiced with employees, as well as briefings on fire safety rules. During the monitoring, presentations were made to work collectives. 11 people were briefed.
The Ministry of Emergency Situations reminds that in accordance with Art. 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention measures in their respective organizations.
