In March, the Supervision and Prevention Sector of the Lepel District Department for Emergency Situations conducted an inspection of the Lepel branch of CJSC "Vitebskagropromproduct".

Supervisory measures have revealed that the Lepel branch of CJSC "Vitebskagroproduct" is not fully complying with the requirements for ensuring safe evacuation in case of fire, general requirements for ensuring fire safety at the facility, and specific requirements for ensuring fire safety in explosive and fire-hazardous production facilities.

The following violations have been identified at the Lepel branch of CJSC "Vitebskagroproduct" (hereinafter referred to as the "Lepel branch"):

in the administrative building of the "Lepel branch" at: 91 Borisovsky Trakt Street, Lepel:

- combustible materials are permitted to be stored under the flight of an evacuation stairwell, para. 50 of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Facilities Owned by Business Entities", approved by Decree of the President of the Republic of Belarus of 23.11.2017 No. 7 (hereinafter referred to as the "GFSR");

- locks on doors located on evacuation routes (exit to the stairwell from the second floor) are not ensured to be openable from the inside without a key (para. 48 GFSR);

- the operability and serviceability of fire protection means are not ensured (the door leading to the stairwell on the 1st and 2nd floors is not equipped with a self-closing device) (para. 4.1 GFSR);

in warehouse building No. 6 of the "Lepel branch" at: 91 Borisovsky Trakt Street, Lepel, the constant readiness for the use of fire protection and fire extinguishing means is not ensured (locations of manual fire detectors are not marked with signs in accordance with GOST 12.4.026-2015) (para. 4.1 GFSR);

in warehouse building No. 3 of the "Lepel branch" at: 91 Borisovsky Trakt Street, Lepel, the operability and serviceability of fire extinguishing means are not ensured (no pressure in the OP-8 fire extinguisher) (para. 4.1 GFSR);

in the operator's room of the ZSK-100 grain drying complex of the "Lepel branch" at: 91 Borisovsky Trakt Street, Lepel, the operability and serviceability of fire extinguishing means are not ensured (no pressure in the OP-10 fire extinguisher) (para. 4.1 GFSR);

in the building of the checkpoint of the oilseed processing production unit of the "Lepel" branch at: Lepel, Vitebskaya St., 2B, the evacuation exit is not marked with fire safety signs provided for by technical normative legal acts (para. 44 of the OTPB);

in the building of the production workshop and the checkpoint building of the oilseed processing unit of the "Lepel" branch at: Lepel, Vitebskaya St., 2B, the locks on the doors located on the evacuation routes (exit from the administrative premises and external evacuation doors) are not ensured to be freely opened from the inside without a key (para. 48 of the OTPB);

in the buildings of warehouses No. 12, No. 9, No. 15 of the oilseed processing unit of the "Lepel" branch at: Lepel, Vitebskaya St., 2B, the operability and serviceability of fire extinguishing means are not ensured (the recharge period for OP-8 has expired) (para. 4.1 of the OTPB);

in the building of the checkpoint of the vehicle repair and operation workshop of the "Lepel" branch at: Lepel, Borisovsky Trakt St., 104, the evacuation exit is not marked with fire safety signs provided for by technical normative legal acts (para. 44 of the OTPB);

in the building of the checkpoint and the administrative building of the vehicle repair and operation workshop of the "Lepel" branch at: Lepel, Borisovsky Trakt St., 104, the locks on the doors located on the evacuation routes (external evacuation doors) are not ensured to be freely opened from the inside without a key (para. 48 of the OTPB);

in the tire fitting building of the vehicle repair and operation workshop of the "Lepel" branch at: Lepel, Borisovsky Trakt St., 104, the operability and serviceability of fire extinguishing means are not ensured (the recharge period for OP-5 has expired) (para. 4.1 of the OTPB);

in the garage building of the box type of the vehicle repair and operation workshop of the "Lepel" branch at: Lepel

The Ministry of Emergency Situations reminds that in accordance with Art. 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention regulations in their respective organizations.
